Summary
The Department of Community and Health Services (DCHS) Children, Youth and Young Adults Division (CYYAD) has an exciting opportunity to join the team as a New Family Services (NFS) Program Manager. We are looking for an experienced and organized leader to lead a team of NFS social service professionals who provide education navigation and employment assistance in collaboration with the Public Health Nurse-Family Partnership (NFP) program to support first-time parents to pursue and meet their education and employment-related goals.

Job Duties
SCOPE OF JOB DUTIES - To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill, and ability to:
- Lead the New Family Services (NFS) program, ensuring that the team is supported, partnerships are developed and maintained, and families receive high quality services that help them reach their goals.
- Set annual NFS programmatic goals, monitor progress, and support the team to refine approaches and services.
- Plan and manage the NFS budget, and partner with CYYA management to seek out and secure additional resources.
- Manage daily referrals from Nurse Family Partnership Program to NFS team members, while monitoring active caseloads, ensuring optimal match to meet the needs of the customers, and problem-solving caseloads with team members.
- Supervise a team of social service professionals providing prenatal and post-partum care, including support to set goals, track progress, refine or adapt services provided to customers, and develop relationships with partners and Public Health nurses.
- Identify new resources and develop partnerships to support the service team and new families, such as KC housing, DSHS child support, childcare assistance, employer relations, and emergent opportunities of other King County programs.
- Organize regular team meetings to encourage collaboration, learning, and professional development, and to support the well-being of each team member.
- Provide leadership and support to grow and adapt the range of NFS program services and opportunities that support families to be in community while enhancing social, emotional and life skills.
- Plan, convene, and join internal and/or external work groups, committees and learning circles relevant to social service provision and navigation in King County.
- Actively participate in team meetings and contribute to shared consciousness, systems analysis, and strategic alignment of programming across the division.
- Create an environment that fosters open communication, teamwork, and a culture of learning and continuous improvement.
WE ARE LOOKING FOR CANDIDATES WHO:
- Have at least 10 years' experience as a social service professional, providing quality education, employment and social service navigation and supports to individuals in need or any equivalent combination that provides the knowledge, skills, and abilities necessary to perform the job.
- Solid knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, policy & systems-based inequities on marginalized communities and populations.
- Demonstrated understanding of prenatal and post-partum social and emotional needs of mothers and families.
- Experience supervising and supporting direct services providers, preferably social service professionals working with youth, youth adults, and families.
- Experience planning and managing program budgets.
- An ability to identify intersecting issues and opportunities for collaboration across County departments and with external partners.
- Skilled in negotiation, problem solving, and conflict resolution, and the ability to handle multiple competing priorities and sensitive situations.
- Excellent oral and written communication skills.
- This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. - This position is exempt from the provisions of the Fair Labor Standards Act and not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.

- The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
