Nurse Supervisor - Float Pool and Training Management

- For 2022 CAREER SERVICE NEW HIRES: Nurses hired into career service positions in 2022 (i.e., January 1, 2022 through December 31, 2022) will become eligible for a $4,000 retention incentive after completing the probationary period and after (1) year of King County employment, whichever occurs later.
Employees hired after 2022 are not eligible for this retention incentive.
Public Health is seeking a Public Health Services Supervisor (PHSS) for the Float Pool who also has divisional training management responsibilities. The PHSS or Nurse Supervisor serves as a responsive supervisor and leader to support staff and foster connections with Community Health Services (CHS) division programs. CHS provides person-centered and trauma-informed services with a focus on continuous improvement, equity and social justice, and respect for people and staff.
The incumbent is responsible for coordinating the safe and therapeutic allocation of nursing, medical assisting and other clinical resources to all CHS programs so that they may be able to safely operate in times of staffing shortages due to vacancy, leaves, high acuity, vacation, sick call-outs, etc. The PHSS is responsible for ensuring that float pool staff are performing their duties as assigned at the various locations that they may be covering. This involves regular communication with on-site supervisors, site visits, and regular communication with float pool staff in both group and 1-on-1 settings.
This position supports nursing and MA training, skills maintenance, and on-boarding needs within the float pool and across the division and will work with site supervisors and managers to ensure that timely up-to-date training are preformed and are appropriately documented for float and site clinical support staff (PHSSs, RNs, MAs).
The successful person will have a passion for employee and client health and safety, possess strong systematic and problem-solving skills, be able to understand and help maintain a complex staffing coverage matrix, be well organized, and work well in a fast-paced and dynamic work environment.
NOTE: This position does not provide direct patient care but will require occasional entry into client facing and patient care settings where PPE is required. - Job Duties
- Collaborates with site managers and nursing supervisors to ensure that float pool staff are performing their duties at their various assigned locations and are adhering to divisional and site protocols. that they may be covering.
- Coordinates with site nursing leadership to ensure that clinical staff (ARNPs, RNs, PHNs, MAs) are educated and updated on the primary functions of their positions upon hire and annually; and that timely training and retraining is appropriately documented and archived.
- Works in partnership with leadership, nursing supervisors, and others to coordinate continuity of safe patient care across CHS programs through appropriate staffing across multiple sites.
- Plans for clinical onboarding and orientation of float pool staff and supports nursing and MA training needs across the division.
- Acts as hiring manager for clinical positions in float pool; including MDs, ARNPs, RN, PHNs, and MA.
- Collaborates with and cross covers for the Program Supervisor II of the float pool, responsible for supervising non-clinical float pool staff.
- Uses matrix and acuity measures to quantify anticipated staffing needs.
- Participates in daily Safe Patient Staffing meetings and judiciously allocates staffing resources based on greatest presenting need.
- Proactively manages daily staffing needs to cover callouts, PTO, other leaves, vacant positions, etc.
- Maintains skill in timecard management and assures edits are done according to union contracts.
- Monitors timecard patterns and provides feedback to employees
- Participates in annual evaluation of float pool staff in collaboration with on-site leadership
- Participates in strategic planning as it relates to meeting goals for stable staffing, FTE planning, budget and float pool staffing mix required to provide safe staffing coverage to CHS programs.
- Supports administrative staff with schedule planning and correct allocation of staffing resources
- Assures monthly work schedules following defined contractual schedules
- Monitors acuity of staffing resources to maintain safe patient care across CHS programs
- Assign float staff based on clinical experience and program needs
- Contacts employees regarding availability to work and develop/manage schedules
- Ensures float pool staff provide care consistent with organizational standards
- Participates in performance correction and HR related interventions for float pool staff

- Strong management and supervisory skills

- Ability to travel between work sites on a regular basis.
- Experience in emergency response is helpful, but not required.
- Bachelor’s degree in Nursing from an accredited school
- Washington State Registered Nurse License in good standing.
- Proof of current BLS CPR for Healthcare Providers (Attach if current)
- Washington State Driver’s License of ability to travel within designated territory.
- Willing to provide options counseling to pregnant people
- Experience in the management of a variety of health care providers and administrative staff in the clinic and community health setting.
- Bilingual and/or Bicultural
- Experience providing guidance in a community-based program
- Skill in working effectively with diverse individuals and populations
- Ability to work on several projects/tasks simultaneously

Primary work locations: This position is based in the Chinook Building located at 401 5th Avenue, Seattle, WA 98104 but will travel to other sites based on operational needs.
Telecommuting
Part of the work associated with this position will be performed through remote telework with reporting to clinic location and other sites. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The normal work week is Monday – Friday from 8:00 a.m. to 5:00 p.m.; hours will vary; some evening and weekend hours required.Preference given to applicants who apply prior to October 4th and initial interviews will be tentatively held in late October
