Nutrient Management Coordinator (WQPPM IV)
- Summary

The Resource Recovery section of WTD strives to bring valuable resources, technology, and sound business practices together to deliver products and programs that inspire our customers to be part of an environmentally sustainable future.
The Nutrient Management Coordinator will work across all sections within the division to manage and coordinate implementation of nutrient management, including but not limited to, tracking permit deliverables, tracking and managing contracts for nutrient work, budgeting capital and operational expenses, working with internal and external science groups and organizations, and representing WTD in stakeholder groups. Success in this position requires superior attention to detail, excellent organizational skills and good time management. This position reports to the Section Manager.
Who is Eligible: This position is open to all King County employees and the general public. First consideration for this position will be given to employees represented by Technical Employees' Association (TEA). Expected duration of the TLT/SDA is through April 2025.
Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104
Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standards Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.
- Job Duties
- Provide strategic coordination, planning, and implementation of the Puget Sound Nutrient General Permit across all section in WTD, this includes development of the Nutrient Management Program.
- Establish the Nutrient Management program goals and evaluation criteria.
- Serve as liaison for WTD in developing and implementing innovative water quality enhancement or restoration programs to enhance nutrient removal or reduction of effluent discharged.
- Coordinate information sharing, increase collaboration and communication, and build relationships with internal and external target audiences as needed to address emerging science, regulations, and permit requirements.
- Oversee consultant contracts; authorize payment and approve scopes of work and change orders.
- Represents Wastewater and the Resource Recovery section on various intergovernmental planning groups, cross-division teams, and coordinates with other divisions and departments on joint communication teams.

- Experience, Qualifications, Knowledge, Skills
Required Qualifications: Bachelor's degree in Natural Resource Sciences or related discipline OR the equivalent of experience, and 3 years of increasingly responsible project management work.

The most competitive candidates will have experience in wastewater, regulations and policy, and/or strategic coordination. Additionally, they will have the following experiences and qualifications:
- Demonstrated success working both independently and as a productive and engaged member of a project team.
- Demonstrated ability to experiment to find creative solutions; adaptable to change and able to remain open to new ideas and ways of doing things; customer service oriented.
- Excellent verbal and written communications skills, including demonstrated ability to effectively interpret technical information for non-technical audiences simply, clearly and concisely.
- Ability to present to groups, large and small, formal and informal, conveying a compelling message targeted to the audience using sophisticated media and communication tools.
- Knowledge of current trends and issues in water quality and Wastewater Treatment.
- Skilled in comprehending, analyzing and interpreting technical information and understanding its impact on operations, permitting and planning, and budgeting.
Necessary Requirements: A valid state of Washington driver’s license will be required for travel to field locations where no public transportation services are available.- Supplemental Information
