Metro Transit’s Employee Services division has an amazing opportunity for a creative Organizational Health and Development (OHD) Learning and Development Manager! This position will report directly to the Organizational Health and Development Manager as part of the Organizational Health and Development team. The Learning and Development Manager will be responsible for leading Metro’s centralized learning and development program and help create a culture of belonging and wellbeing throughout Metro. This role will collaborate closely with King County Human Resource Department’s Learning and Development Team to replicate the central training portfolio and deliver and modify trainings as needed to meet Metro’s unique work force needs. This role will also develop new training content to meet the needs of Metro’s field staff aligning with Metro’s organizational health, and becoming an anti-racist organizational priority. Metro is King County’s largest Department, employing over 5,000 people who primarily work in the field of transit operations, vehicle maintenance, transit facilities operations, and marine.
- Job Duties
Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. All employees are expected to model and apply our equity and social justice shared values, behaviors, and practices. As the OHD Learning and Development Manager, you will:
- Provide guidance to Metro leadership on Learning and Development strategy, supporting Metro’s Organizational Health and Belonging priorities.
- Lead a team of training and development professionals, serving as a coach and mentor to ensure team capacity and commitment to delivering top quality programming.
- Develop and execute employee learning and training programs and systems to meet Metro Transit’s Organizational Health and Development needs.
- Conduct ongoing and regular needs assessments to identify organizational learning and development opportunities.
- Develop and implement targeted delivery methods for employee development, performance growth and improvement, including in person and e-learning platforms.
- Develop a learning and development plan that supports the organizational health and development strategy.
- Provide consultation to leaders and work groups on outside consulting needs as needed.
- Provide consultation to operational human resources and other managers across Metro on mentorship, internship, and apprenticeship programs as part of an overall strategic career development and succession plan.
- In time, supervise staff and interns.
- Experience, Qualifications, Knowledge, Skills
A Bachelor's degree in a Human Services field; AND five years of recent (within past three years) progressive professional experience in training and development, implementation, delivery and evaluation methods for adult learners; OR any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.
We Are Looking For Someone Who Has:Experience designing e-learning and in person learning.
Experience developing and producing training curriculum and other materials.
Demonstrated skill in facilitation and developing communities of practice.
Demonstrated skill writing and editing in a clear and concise manner for instructional purposes.
Skilled in event planning, conflict resolution, and creative facilitation and training techniques.
Competitive Candidates Will Have (but not required):
- Master’s degree in a Human Services field.
- Experience in building racial equity and/or social justice focused programming.
- Experience in building programming centering the lived experience of oppressed identities: BIPOC, LGBTQ+, persons with disabilities, etc.
- Progressively responsible professional experience fostering employee and leadership development.
- Experience with Metro Transit divisions and culture.
- Experience delivering service to support an equity and social justice framework.
- Experience in the public sector, providing training for Metro and or similar essential employees workforce.
- Ability to build rapport with management, employees, and vendors.
- Experience managing external consultants for curriculum, training, or other learning and development deliverables.
- Experience in shaping strategies for effective employee engagement.
- Advanced skills in Microsoft Office software - including Outlook, Word, Excel, PowerPoint, and Teams.
- Advanced skills in Zoom and other online platforms for delivering training and surveys.

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay. Work schedule is normally Monday through Friday, 40-hour work week. Variations may be required depending on the demands and training needs of the work.

Teleworking Requirement
The work associated with this position will be performed predominantly by teleworking; complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.) Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
