The Adult Services Division (ASD) of DCHS works in partnership with communities to develop, support and provide human services programs focused on achieving results in housing stability, financial stability, healthy living and social engagement for veterans, servicemembers and their families; older adults and their caregivers; and other populations who experience vulnerability. The division's work also includes efforts to strengthen connections within, and improve access to, the human services system.

ASD manages and provides equity-focused stewardship of revenue from the Veterans, Seniors, and Human Services Levy (VSHSL), the RCW 73.08 veterans assistance fund and King County general fund-funded human services programs. ASD also supports the King County VSHSL Advisory Board and the King County Women's Advisory Board. King County is an active partner in King County's Area Agency on Aging.

This position leads a team of Project/Program Managers (program specialists) who manage King County contracts and procurements administered by the Adult Services Division, and holds a portfolio of contracts. The focus of this team includes investments that support Veterans, Older Adults, and Resilient Communities. These investments include but are not limited to support services for older adults, caregivers, senior centers and senior villages, senior health promotion, and other human service supports funded by the VSHSL.

The position reports directly to the ASD Community Investment Team Senior Manager and works in collaboration with other Project/Program Managers as well as with the Policy and Community Engagement team to ensure strong stewardship of VSHSL and other funding administered by the Department.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) position anticipated to end 6/30/2025, but subject to change dependent on operational need. This position is overtime exempt. The typical work week is Monday - Friday, 8am-5pm. This position is represented by PROTEC17.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Job Duties



This position is a working lead position that leads a team of Project/Program Managers and/or Contract Specialists who manage King County contracts and procurements administered by the Adult Services Division. The PPM III will provide training, mentoring, and coaching; coordinate and assign work; provide performance feedback; participate in hiring recommendations; and ensure team members achieve the following:
  • Develop subject matter expertise on program models that support veteran services, older adults and healthy aging, or vulnerable populations/resilient communities as part of the VSHSL investments
  • Negotiate and draft contracts and exhibits that reflect DCHS' partnerships with contractors and employ best practices in effective contracting
  • Monitor contract performance, ensure timely invoice processing and payment, track attainment of program milestones and outcomes, identify opportunities for improvement, and develop strong county-contractor partnerships
  • Use data and strong provider relationships to inform program reporting and development of success stories
  • Develop expertise in RFP best practices, King County procurement requirements, and online procurement software such as ZoomGrants and Agiloft
Specific non-supervisory duties include:
  • Manage a portfolio of contracts
  • Develop and foster positive relationships with contractors and internal team members
  • Communicate regularly with other teams within ASD and across DCHS including but not limited to Policy & Community Engagement (PaCE), Operations, Internal Systems & Support, Resource Access Team, Performance Measurement and Evaluation (PME), and Contracts and Procurement (C&P) teams, to coordinate facilitated referral processes among VSHSL contractors and ensure strong stewardship of VSHSL and other Department administered funds
  • Provide input to the budget development process and regularly review the team's contract spend down ensuring timely invoicing and payments
  • Develop program recommendations, or issue papers, and provide program evaluation and assessment reports
  • Serve on relevant committees or task forces and support select community meetings held by key veteran, senior, and human services stakeholder groups, as assigned
  • Act as the subject matter expert on older adults, senior-serving programs, caregiver supports, disability supports, and other human service supports funded by the VSHSL, as contracted by the team. In collaboration with PaCE, support community-focused funding decisions related to contracting, procurement, and program models that affect the program's focus populations.
  • Provide ongoing support and guidance to VSHSL contractors in order to expand King County's racial equity goals
  • Coordinate with PME colleagues to support timely and effective data collection and provide technical assistance to contractors in their efforts to participate in King County's ability to measure success in investments
  • Develop and manage the team's invoice tracking, data tracking, and contract management tools to ensure strong stewardship of VSHSL and other Department administered funds
  • Provide technical assistance and guidance to VSHSL contractors and coordinate with other Project/Program Managers to ensure collaboration across strategies
  • Provide advice and counsel to the CIT Senior Manager and ASD Deputy Division Director on issues that impact ASD-funded contractors, and promote creativity and innovation to support continuous quality improvement
  • Perform other related duties as assigned

Experience, Qualifications, Knowledge, Skills

  • Demonstrated experience applying equity and social justice principles and practices, and understanding of the effects of place, race, age and policy and systems-based inequities.
  • Four years of direct service or contracting experience in the human services field.
  • One year of experience managing government funding including management of budget and reporting requirements.
  • Strong collaboration, critical thinking, problem solving, and project management skills.
  • Demonstrated knowledge of issues that affect the diversity of veterans, seniors, and vulnerable populations/resilient communities who live in King County.
  • Experience creating and using tools for tracking program and fiscal aspects of complex contracts or programs.
  • Demonstrated skill in meeting facilitation and presentation.
  • Experience working with diverse stakeholders, internally and externally, to meaningfully shape contracts, processes, programs, or practices informed by stakeholder input and values.
  • Demonstrated ability to work independently, as a team lead, and as a team member.
  • Valid Washington State Driver's License or the ability to travel around the county in a timely manner.
