Summary



The Office of Law Enforcement Oversight (OLEO) seeks a policy analyst to join our team. The primary responsibilities will be to research, analyze, and make recommendations for improvement of policies relating to public safety, police practices, and the criminal legal system. The policy analyst may lead or contribute to OLEO's policy projects; work with external stakeholders; monitor relevant local, state, and federal policy; and collaborate across all OLEO programs.

The successful candidate will make and advance recommendations for improving public safety policies by assessing the Sheriff's Office's systems, analyzing leading policies on police practices, and incorporating community interests. The preferred candidate will have experience with public policy; working on issues relating to public safety, police practices, and the criminal legal system; and providing information and recommendations in a compelling manner.

Job Duties



Successful candidates for this position will be able to clearly demonstrate skill and ability to:
  • Conduct qualitative and quantitative analyses of Sheriff's Office policies and practices, including recommending changes to specific policies.
  • Research and evaluate public safety policies and data nationwide and translate research into concise and actionable recommendations.
  • Collaborate with OLEO's programs and community stakeholders to identify issues and incorporate community standards into policy.
  • Monitor relevant legislation to make accurate recommendations for Sheriff's Office policy changes.
  • Identify strategic opportunities for OLEO to provide input into policy, including engaging directly with external stakeholders.
  • Prepare, publish, and present reports to various stakeholders, including the County Council.
  • Perform other duties as assigned that support the efforts of OLEO.

Experience, Qualifications, Knowledge, Skills



Minimum Qualifications:
  • Master's degree in policy or a related field plus one year of directly relevant experience; or
  • Bachelor's degree in policy or a related field plus three years of directly relevant experience; or
  • Associate's degree in policy or a related field plus four years of directly relevant experience; or
  • Five years of directly relevant experience.
The most competitive candidates will have:
  • More than three years of work experience analyzing and drafting public policy, working with legislation and legislative bodies, and advancing community interests.
  • Excellent written and verbal communication skills.
  • Initiative, good judgment, and the ability to manage multiple projects and work collaboratively and objectively in accordance with the mission and vision of OLEO.
Ideal candidates will clearly demonstrate:
  • Knowledge of research and analysis techniques, principles, and practices.
  • Ability to critically examine, analyze, and compare policies and approaches and make appropriate recommendations based on quantitative and qualitative research.
  • Experience monitoring or researching legislation and making recommendations advancing community interests.
  • Well-developed knowledge of the English language to prepare professional and persuasive reports suitable for public consumption.
  • Commitment to equity and social justice and knowledge of and sensitivity to the needs and concerns of individuals from communities most affected by the criminal legal system.
  • Ability to work with diverse populations in situations that may be sensitive, high-risk, and publicly visible.
  • Ability to balance multiple projects, produce high-quality work within established timeframes, and work both independently with minimum supervision and collaboratively with a team.
  • Flexibility and adaptability to respond to constrained timelines.
  • Highest standards of integrity, ethics, discretion, and confidentiality.

ABOUT THE POSITION

This position is a salaried, at-will, overtime-exempt classification that is not eligible for the county Career Service system. The standard workweek is 35 hours. Non-traditional work hours and travel throughout King County may occasionally be required.
