The Operations and Contracts Coordinator will serve as a part of the King County Developmental Disabilities and Early Childhood Supports Division (DDECSD) Operations and Contracts team responsible for the equitable development, procurement, negotiation and monitoring of contracts with community-based organizations serving individuals and families in King County. Additionally, this position will be responsible for ensuring compliance with the terms and conditions of the Division's revenue contracts, reporting on contract deliverables and act as the Division's Privacy Officer.
This position will primarily coordinate contracts for the DDECSD Adult Services and Community Information Outreach and Referral (CIOR) teams in alignment with our vision to assist King County residents of all ages and cultures who have intellectual and developmental disabilities to achieve full, active, integrated, and productive participation in community life. This position will collaborate with other Operations and Contracts team members to ensure consistent processes and will serve as the backup for Early Childhood team contracts.
Our Division is seeking team members who are committed to promoting racial, social and economic equity for all people in King County. The Operations and Contracts Coordinator will use an equity and social justice lens throughout the procurement, contracting and monitoring processes.
The Operations and Contracts Coordinator will report to the Operations and Contracts Team Lead within DDECSD.
This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Job Duties
- Serve as the primary point of contact for Adult Services and Community Information and Outreach Referral (CIOR) contracts in the Division and support other Division contracts as needed.
- Build strengths-based, collaborative relationships with contracted community partners focused on continuous quality improvement.
- Coordinate Request for Proposals (RFPs) and other procurement processes for the Adults Services and CIOR Team in collaboration with program team members.
- Coordinate contracting and amendment processes in alignment with department and division procedures.
- Plan, schedule and complete contract monitoring visits and reports with contracted providers in collaboration with Division team members.
- Provide and/or arrange for follow up training and technical assistance to monitoring activities to assure compliance with federal, state, and county requirements.
- Manage deliverables from contracted providers and report on deliverables to revenue funders.
- Develop and implement strategies to ensure the completion and documentation of required training for Division team members on topics which include, but are not limited to, Health Insurance Portability and Accountability Act (HIPAA), Mandatory Reporting, Confidentiality and Data Security.
- Serve as primary point of contact for contracted providers and the Division on matters relating to the privacy of Protected Health Information (PHI) and Personal Identifiable Information (PII).
- Act as liaison to Department's Privacy Officer to ensure HIPAA compliance.
- Perform other duties as assigned.
- Knowledge of equity and social justice principles and practices; and how they can be applied in partnerships with community-based organizations.
- At least two years of personal and/or professional experience with the developmental disabilities service system.
- A combination of at least four years of education and/or relevant experience in contract management or project coordination in the social service field.
- Demonstrated knowledge of compliance and continuous quality improvement strategies in a human service setting.
- Ability to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on a number of tasks simultaneously and to organize and prioritize quickly in response to changing needs.
- Skills and abilities working collaboratively with all community members including culturally specific and community-based groups, service providers, and co-workers.
- Ability to identify intersecting issues, challenges and opportunities for collaboration across internal and external partners, including strategies to promote equity.
- Experience providing engaging trainings and/or technical assistance with diverse groups using adult learning approaches.
- Skills communicating complex information to diverse audiences for understanding and decision-making.
- Proficiency in the use of Microsoft Office 365 including Word, Excel, PowerPoint, Outlook, Teams, and SharePoint.
- Valid Washington State Driver's License or ability to travel throughout the County in a timely manner.
- Two years of professional experience in quality assurance/contract monitoring at the provider, state or local government level.
- Experience with government procurement processes and requirements.
- Working knowledge of Health Insurance Portability and Accountability Act (HIPAA) and experience managing privacy compliance.
- Experience effectively supporting home cultures and languages of individuals and communities, as well as bicultural and/or bilingual skills are preferred.
