Operations Supervisor II (Classification: Supervisor II)
- Summary
The incumbent in this position will oversee the employees and ensure day to day management of assigned unit for all work activities and will support our Solid Waste Division's Vision for Our Culture. The operations section of the Solid Waste Division operates a solid waste transfer and disposal system for residents and businesses in King County (except for Seattle). The operations section is responsible for the transfer facilities, transportation, maintenance shop (maintaining the division's heavy equipment, vehicles and facilities), landfill operations, landfill gas and wastewater, commercial garbage collection companies and self-haulers (business and residential) bring solid waste to the transfer facilities, where it is located into large transfer trailers and hauled to the Cedar Hills Regional Landfill for disposal. At the landfill, a network of environmental controls ensures the byproducts of the decomposing waste are captured and managed. Supervisor II position may be assigned to one or more of the following work units:
• Landfill Gas Unit: Staff provides extensive and complex work with landfill gas extraction systems to include operate, monitor, and maintain the landfill gas collection system at Cedar Hills Regional landfill and monitor and maintain landfill gas collection systems at closed landfills.
• Landfill Operations Unit: Staff provides skilled work in safely and operating heavy equipment with the primary purpose of burying the garbage at the landfill facility.
• Maintenance Shop Unit consists of:
o Equipment Maintenance: Staff provides maintenance and repair for 500+ pieces of equipment and machinery including heavy construction equipment, a large tractor/trailer fleet, an automotive fleet and small machinery.
o Facilities: Staff provides improvement, repair and general maintenance of Solid Waste Division facilities located throughout King County.
• Transfer Unit consists of:
o Customer Transactions: Staff provides weighing vehicles; assessing and accepting fees; providing program information to customers; and processing charges and accounting for daily receipts related to disposal of solid waste at King County transfer stations.
o Transfer Stations: Staff provides compacting waste, loading and moving refuse trailers within a confined space in a public area, monitoring the area for safety and efficiency and performing general clean-up; landscaping and station maintenance tasks.
• Transportation Unit: Staff provides transportation of garbage from the Solid Waste Division's transfer stations located throughout the County to the Division's landfill in Maple Valley. Transporting leachate, equipment, rock and bark used in landfill construction, and operating the Division's fuel and vactor trucks.
• Wastewater Unit: Staff provides operation of wastewater and water supply facilities located at Cedar Hills Regional Landfill and remote Solid Waste Division sites. Regulates the operation of water and wastewater collection and treatment, distribution and inspects, maintains, and repairs equipment.

WORK LOCATION: The primary work location for this position is the Cedar Hills Regional Landfill, 16645 228th Ave SE, Maple Valley, WA. However, the Solid Waste Division currently operates eight (8) transfer stations located throughout King County and the candidate must be available to work at any of the eight locations as assigned including Vashon Island. WORK SCHEDULE: The schedule may vary depending on business needs with shifts 4/10 and/or 5/8, which may include weekends. You must be willing to work any of these schedules. This position is FLSA Exempt; ineligible for overtime. Solid Waste Division facilities are open seven days a week.
EXAMPLE OF JOB DUTIES:
• Responsible for planning, scheduling, and supervising the assigned work unit and adjust accordingly by identifying the most efficient and effective methods to ensure work completion in a timely manner. Evaluate current work processes; develop, recommend and implement work process improvements.
• Supervise employees, provide direction and assistance, recognize/commend employee who meet or exceed expectations, monitor time management and attendance, coach and counsel and discipline as needed.
• Ensure that day to day management of assigned unit is consistent with terms of applicable collective bargaining agreements and applied fairly to all covered employees. Participate on Labor/Management Committees. Investigate and resolve grievances and complaints, issue verbal and written reprimands and letters of counseling and recommend further disciplinary actions when necessary, resolve other human resource and payroll issues in consultation with Solid Waste Human Resources staff.
• Evaluate staffing needs; assist in screening and selecting employees, including developing field tests and interviewing candidates, and making hiring recommendations.
• Prepare and deliver performance appraisals to evaluate staff as required by Personnel Guidelines and/or applicable collective bargaining agreement, identifying areas that need improvement and recognize areas of excellence or significant improvement. Identify, develop and implement training needs of assigned work units(s).
• Ensure that proper safety precautions are followed on all jobs; implement and supervise work group safety activities; ensure that appropriate corrective actions are taken to resolve safety issues.
• Prepare, plan and control budget for work unit, monitor expenditures, approve purchases.
• Evaluate equipment needs and assist in the development of equipment specifications; order materials and supplies; work with the King County Department of Finance to maintain appropriate vendor lists.
• Respond to inquiries and contracts with the general public and internal partners and vendors, providing information and resolution of issues when required.
• Perform other duties as assigned.
REQUIRED SKILLS:
• Minimum three (3) years experience in one or more of these areas: landfill operations, solid waste transportation or general transportation, solid waste transfer facilities, heavy-duty mechanical/maintenance shops and/ or Industrial work environment
• Minimum three (3) years experience applying supervisory principles and practices in a represented/union environment, including work planning and performance management, and assigning, coordinating, and supervising work of employees at multiple sites and/or multiple bargaining groups in the same position.
• Minimum two (2) years experience with occupational hazards and safety precautions in a solid waste environment which includes construction, maintenance shop and transportation.
• Minimum two (2) years experience in business communications (verbal and written) including customer and employee relations in a diverse environment.
• Minimum two (2) years experience in budget development, monitoring and administration.
• Working knowledge of County, Washington State and federal laws and regulations pertaining to Solid Waste.
• Ability to work collaboratively with union representatives and to consistently and fairly apply union contract language.
• Skill in basic computer use including Excel, Outlook, and Word.
• Skill in customer relations dealing tactfully and courteously with the public.
NECESSARY SPECIAL REQUIREMENTS:
A valid Washington State Driver's License is required upon hire.
PHYSICAL REQUIREMENTS:
These positions require the ability to conduct inspections of sites and equipment, including conducting routine and period inspections to ensure that operational, maintenance, safety, security and regulatory conditions are met. The candidate must be able to work in an office environment in addition to working in an active landfill operation, transfer station operation which may include working work on uneven grades, slopes, surfaces, and terrain in inclement weather and other adverse conditions such as dust, odor, high volume noise and heavy traffic.
