ORCA Youth Program Manager (Transportation Planner II)
- Summary
Metro Transit is hiring an ORCA Youth Program Manager (Transportation Planner II) to support a variety of transportation demand management (TDM) programs specifically targeting high school students and youth in the region. The successful candidate will have experience working with the community, especially among youth organizations, demonstrate creativity in problem solving and project development, have strong communication and organizational skills, and an interest in managing travel demand, particularly for young adult populations.
This position will manage various pilot projects and funding sources to increase access to mobility options for young people through building relationships with school districts and community based organizations, and by designing, implementing, monitoring, evaluating, and reporting on transportation demand management program activities. In addition, the position will support the Market and Business Development Group to create and maintain opportunities for expanding and enhancing travel markets consistent with the goals and objectives of King County Metro's Strategic Plan.
Our ideal candidate will have excellent communication and engagement skills, a strategic mindset, and experience working with youth or on youth-centered programs. Additionally, the ability to build relationships, incorporate a customer-centric mindset, and work well in a team environment are highly necessary. The candidate will also have specific knowledge and information about effective mechanisms for conducting outreach and education among youth populations, particularly where needs are greatest.
Filling this position is critical for Market and Business Development to maintain and enhance its role in ensuring Metro stays in the forefront of advancing equity and mobility in our region and ensuring mobility users for the future.
About Market and Business Development
The Market and Business Development (MBD) group integrates transportation demand management programming with our robust mobility programs to increase the use of transportation options throughout King County. The team develops new tools and community-based campaigns to influence travel choice behavior and reduce barriers to using mobility options, especially for priority populations. MBD includes three teams: Transportation Demand Management (TDM), Pricing and Policy, and Business Programs. We were honored to receive the Association for Commuter Transportation award for TDM Excellence in 2017 and awards for TDM campaigns that were conducted in 2019.

This recruitment will be used to fill one fully benefited Term-Limited-Temporary (TLT) position anticipated to last up to 2 years on initial appointment, with potential for extension. A Special Duty Assignment will be considered for eligible employees. This recruitment may also be used to generate an eligibility pool for future vacancies that occur in this classification within 6 months of the creation of the pool and at the discretion of the hiring authority.
- Job Duties
Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. You will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the ORCA Youth Program Manager, you will also:
- Manage projects and project elements including detailed project planning, report writing, data collection and analysis and presentation preparation for the youth mobility access programming, and other transportation demand management projects.
- Assist with development of consultant RFPs or bid specifications and evaluate consultant work proposals.
- Manage web page content, design and production of printed materials, mailings, incentive fulfillment, surveys, social media campaigns, and ORCA card management.
- Assist in the assessment of current transportation conditions and market needs with an emphasis on low income, limited-income populations, students, and seniors.
- Prepare presentations and communications including policy analysis, updates and reports, and briefing memos for elected officials.
- Represent Metro and our TDM program in a wide range of settings, including inter-agency collaborations, project meetings, and professional conferences.
- Support and promote the advancement of the County’s ESJ Strategic Plan and ensure that the principles of the ESJ plan are reflected in all aspects of the job. Demonstrate a commitment to ESJ and sustainability and promote an equitable, diverse and inclusive work environment.
- Understand Metro’s products and services and center customer (youth) voices and experiences in project planning and convene and engage with diverse groups of stakeholders.
- Advocate for opportunities for Metro’s youth programs to grow sustainably, including participating in policy analysis and initiating funding or partnership opportunities.

- Experience, Qualifications, Knowledge, Skills
Minimum Qualifications
- Bachelor's Degree in any field and two years of work experience in a related field OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform this job.
- Experience engaging a youth audience, conducting outreach, and developing communications efforts focus on youth, particularly where needs are greatest.
- Experience working with schools, youth-oriented service providers, corporate, agency, and/or jurisdiction leadership, including elected and appointed officials.
- Ability to work independently and manage numerous projects simultaneously.
- Strong organizational and project management skills.
- Excellent oral and written communication skills, including the ability to comprehend, analyze, evaluate, and communicate technical information to non-technical audiences.
- Knowledge of, or ability to quickly learn, transportation demand management and behavior change techniques and principles.
- Knowledge of research methods and skill in data collection.
- Understanding of governmental structure and the political environment, particularly as it relates to youth mobility issues.
- Demonstrated initiative and creativity and ability to engage in strategic thinking and planning
- Familiarity with grant writing, RFP development, and management of grants and contracts.
- Strong computer skills (Microsoft Suite products.)
- Ability to manage and prioritize a diverse workload to accomplish tasks on defined timelines and in a fast-paced environment.
- Demonstrated ability to work collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds.
- Ability to develop and present persuasive information, in addition to communicating information effectively with a variety of audiences and stakeholders, for the purpose of developing partnerships, negotiating agreements, and pursuing new and/or different opportunities.
- Bachelor's degree or higher in Public Policy, Public Administration, Urban Planning, Business, Communications, Project Management, Economics, Transportation, Sociology, Environmental Science, or a related field and/or equivalent work experience.
- Familiarity with King County procurement procedures, managing contracts and relationships with third party vendors or consultants.
- Knowledge and understanding of ORCA youth program development
- Experience with social media and communication tools.
- Knowledge of transportation demand management and behavior change.
- Familiarity with local transit and mobility systems and products, key partners, and stakeholders.
- Experience designing or co-creating educational outreach materials for youth related to transportation, the environment, or related field.

Work Schedule
This position is non-exempt from the provisions of the Fair Labor Standards Act and is eligible for overtime pay (supervisor approval is required prior to working overtime). Work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. Alternative work schedules may be considered. Work outside of the normal workday is required periodically.
Temporary Telecommuting Requirement
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
