Patient Identity Analyst - Senior (Functional Analyst III)
- Summary
The position reports to the Health Information Manager, in the Health Information, Release and Records Management (HIRRM) team, in the executive branch of the Department of Public Health - Seattle and King County. The Patient Identity Analyst will support key HIRRM activities in the following Divisions: Jail Health Services, Prevention (Sexually Transmitted Disease and Tuberculosis clinics), and Community Health Services. they will also work with the King County Records Center, King County Information Technology Services, and the Health Information Technology and Epic support (HIT/Epic) team. We manage over 2.2 million records. The transition to OCHIN/Epic, our electronic health records system, started in late 2013 and completed in 2018.

- Primarily responsible for management of the Public Health Master Patient Indices (MPI).
- Train Public Health staff in all Divisions on matters related to patient identity, as well as assuring the integrity of the MPI.
- Advise Public Health staff in all Divisions on matters relating to patient identity.
- Assist in management of patient records via the legacy web-based chart tracking system (Infolinx) and the current system, Epic. Duties may include workflow and best practice assistance, training, record purge coordination, assisting with new application implementations or system enhancements.
- Responsible for the maintenance and configuration of the legacy tracking system web interface, database, and role-based user permissions.
- Develop and run queries and reports from a variety of databases, as it relates to assurance of accuracy and integrity of health data.
- Maintenance of system documentation on systems/activities.
- Monitor health of legacy web-based chart tracking system and other typical system administration duties, including troubleshooting system issues, working with IT department to resolve system issues, and performing system upgrades.
- Experience, Qualifications, Knowledge, Skills
- Knowledge of databases, testing, data conversion and transaction processing.
- Demonstrated skill and experience (3 or more years) working with an Electronic Health Record application providing system support and analysis.
- Demonstrated skill and experience writing advanced SQL queries for ad hoc reporting and bulk database updates, and a working knowledge of Crystal Report writing and T-SQL supporting PH Portal Report development.
- Demonstrated skill and experience with use of Access queries and data management.
- Demonstrated skill in communicating as a liaison between groups within an organization (clinical, technical, and administrative staff) as an effective member of organizational teams and coordinating software improvement projects. Ability to operate and communicate effectively while under pressure is essential.
- Demonstrated skill providing helpdesk support and effectively diagnosing problems and communicating instructions to remote users.
- Demonstrated skill in problem solving and analysis.
- Demonstrated skill organizing people and processes, able to evaluate what is necessary to complete tasks and create efficient work flows.
- Demonstrated ability to produce results and complete set goals successfully. Skilled at setting priorities and managing time in a focused way that highlights projects and deliverables that are important.
- Demonstrated ability to develop and maintain interpersonal relationships in the workplace, including in conflict resolution.
- Demonstrated ability to work independently and plan, coordinate, implement, and complete projects on schedule.
- Demonstrated skill in using common desktop workflow tools including, but not limited to, Microsoft Office Suite (Excel, PowerPoint, Word, and Access).
- Knowledge and ability to follow or recommend policy and/or professional (HIM) standards, federal and state guidance/regulations or other advisory group recommendations as they relate to records retention, disclosure, privacy and security.

- Bachelor's Degree in Health Information Management, or related field; or any equivalent combination of education and experience which would provide the knowledge, skills, and abilities to perform the duties described in this job announcement.

Work Schedule
The regular workweek is Monday to Friday. Occasional evenings, weekends work, and some travel is required. This work includes on call and after hours support. This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible.
Work Location:The home base for this position is Chinook Building located in Downtown Seattle, Chinook Building, 401 5th Ave., Suite 1200, Seattle. This position will mainly telecommute and must be able to dispatch to other sites across Public Health as needed.
Telecommuting
The work associated with this position will be performed through teleworking, with office work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.) Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
