The Performance Measurement and Evaluation (PME) unit is recruiting for three mid-level evaluator positions, two Career Service and one Term-Limited Temporary (TLT) . T hese evaluator positions are centrally located within the PME unit of the DCHS Director's Office. PME is composed of a team nearly 40 dedicated program evaluators and data analysts who work with program staff and providers to develop frameworks for understanding the outcomes and equity impacts of DCHS programs. This work includes determining appropriate performance measures, managing data collection, supporting continuous quality improvement, and conducting in-depth analyses to inform decision making and improve service delivery. PME disseminates research and evaluation findings and promotes organizational learning through published reports and online dashboards.

These evaluator positions will work with program staff and service providers to use data to measure, continuously improve and report about programming. This includes developing data collection plans, creating routine and custom reports, facilitating data-focused conversations, etc. These positions may also support the development of requests for proposals (RFPs) and conduct outcomes-focused program evaluations that assess a program's contribution toward division and department-wide goals.
  • One mid-level evaluator to support programming related to homeless and housing and other services provided within the Adult Services Division (ASD) . ASD services span across five main support areas of Housing Stability, Financial Security, Healthy Living, Social Engagement, and Service System and Access for priority populations of veterans and their family members, older adults, and resilient communities. While the focus of this position is for homeless and housing programming such as rent assistance and eviction prevention, other areas of focus are included and may include a variety of programs funded through federal dollars for COVID-19 relief.
  • One mid-level evaluator to support Behavioral Health Residential Programs and Public Health Partnerships work within the Behavioral Health and Recovery Division (BHRD) . BHRD services, which are funded through the MIDD Behavioral Health Sales Tax, Medicaid, state contracts, grants, and other sources, support people living with or at risk of mental health conditions and substance use disorders with crisis services, treatment, prevention and intervention, and behavioral health residential programs. This position will support the design and implementation of performance measurement, evaluation, and quality improvement strategies for the mental health and substance use disorder residential system and programs providing integrated physical and behavioral health care to individuals who are navigating the criminal-legal system, housing and homelessness system, and/or primary care/hospital system. Please note, t he Behavioral Health Program Evaluator position is Term-Limited Temporary (TLT) through January 2025 or 18 months (dependent on date of hire).
  • One mid-level evaluator to support the Community Information and Early Childhood Supports work within the Developmental Disabilities and Early Childhood Supports (DDECS) Division , including early childhood (prenatal to five years) strategies funded by Best Starts for Kids (BSK) . BSK is King County's community-driven initiative to support every baby born and child raised in King County to be happy, healthy, safe, and thriving. This position will provide evaluation support to programs that promote community information and advocacy, system navigation, training and technical assistance, and behavioral supports for children, youth and adults with developmental disabilities or delays and their families. In addition, this position will also provide evaluation support to universal developmental screening strategies for children through age five as well as strategies supporting children aged 3-5 experiencing developmental delays or disabilities.

WORK SCHEDULE: This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by PROTEC17.

TELEWORKING INFORMATION: The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Job Duties

As an evaluator, you will:
  • Design equity-centered performance measurement plans with community-based organizations to support learning and continuous quality improvement.
  • Develop data collection tools using a variety of methods, such as surveys, interviews, narrative reporting, focus groups, and reporting spreadsheets.
  • Provide technical assistance and support to partners in collecting, reporting, analyzing, and making meaning of data.
  • Manage and analyze both quantitative and qualitative data using appropriate statistical methods and data cleaning and validation tools.
  • Design, manage, and conduct analyses and evaluation projects in collaboration with community-based organizations, program managers, and/or external evaluators.
  • Lead data-driven conversations based on analyses and reports with King County division staff and/or community-based providers.
  • Actively contribute to the furthering of anti-racist work and equity and social justice initiatives within and across divisions and units.
  • Develop reports, dashboards, presentations, and other visual tools to support the use of data in decision making and storytelling.
  • Contribute to annual reports and briefings for policy makers, department leadership, provider agencies, and community members.
  • Perform other related duties as assigned.
Experience, Qualifications, Knowledge, Skills
  • Demonstrated knowledge of equity and social justice principles and practices and ability to apply this knowledge to all areas of the work, including methods, analysis, results interpretation, and dissemination.
  • Demonstrated experience working with social, health, or human services projects in designing and implementing real world performance measurement, including quantitative and/or qualitative approaches.
  • Demonstrated ability to facilitate conversations among individuals with diverse perspectives to develop shared understanding and/or common goals or measures.
  • Strong oral and written communication skills, including making formal presentations to a range of audiences, and describing evaluation concepts to partners who have varying degrees of experience in data and evaluation.
  • Demonstrated ability to form and maintain meaningful relationships with internal and external collaboration partners.
  • Ability to clean, validate, and analyze data using at least one statistical software or programming application, such as R, Excel, SQL, STATA, SAS, Python, ArcGIS, Tableau, etc.
  • Experience with or interest in learning data visualization tools, such as Tableau or R.
  • Background or experience in:
    1. Adult services, including veterans, older adults, and/or resilient communities comprised of those whose current or historical exposure to trauma, violence, poverty, isolation, bias, racism, stigma, discrimination, disability, or chronic illness makes them vulnerable to reduced health, financial, housing, or social stability
    2. Behavioral Health services, including mental health, substance use disorders, crisis, wraparound , recovery, and/or diversion and reentry services and programs
    3. Early childhood services or services for people with developmental or intellectual disabilities, including youth and family services and programming.
  • Experience working with administrative data and querying databases, or willingness to learn, including managing and linking data from multiple internal and external sources.
  • Experience in utilizing a Results-Based Accountability framework.
