Come Join our team! King County Fleet Services is seeking a Personal Property Manager (Project/Program Manager III). This position will supervise the centralized inventory control for King County’s personal property fixed assets and minor equipment and the motor pool dispatch system and vehicles. The Fixed Asset database has approximately 17,500 asset records with a purchase cost of $5.6 billion. Responsibilities also include providing training to subordinates and administrative staff in all county agencies in asset management and maintaining a surplus personal property program that includes inventory, storage, reissuance, donation and sale. SCOPE OF JOB DUTIES: In order to be considered for this opportunity, you must demonstrate skill and ability to:- Lead and administer the disposal of all surplus personal property, which can include determining the value, salability and the appropriate method of sale. Disposal methods can include the semi-annual auction, sealed bids, monthly spot bids, direct negotiated sales to other government agencies, and donation to authorized non-profits.
- Supervise personal property section staff. Plan, direct, train and evaluate staff and program performance.
- Lead the county’s annual inventory process in collaboration with FBOD. This includes ensuring all county agencies have completed the physical inventory and have certified accuracy.
- Implement goals, vision, workforce management, performance measures and strategies for the section’s functions.
- Manage the development, implementation and administration of the section’s process improvement methods, in collaboration with the division director and other sections and section managers.
- Establish personal property management and inventory control policies and procedures; implement and evaluate in compliance with applicable federal, state and County statutes and regulations.
- Develop, publish and distribute personal property management documentation; conduct annual training workshops for County employees.
- Plan, initiate and supervise surveys and audits of County agencies to ensure proper controls are established to maintain inventory system integrity and property accountability.
- Oversee an on-line shared vehicle reservation system of over 50 vehicles, monitoring vehicle utilization, supporting day-to-day staffing efforts and recommending alternate solutions when needed.
- Perform other duties as assigned.
WE ARE LOOKING FOR CANDIDATES WHO:
- Have strong experience in managing assets or inventory control for a large or complex organization OR any combination of education and experience that clearly demonstrates the job duties of the position.
- Are comfortable with using technology in their daily work, including the use of computerized asset/inventory systems and office productivity software. The County uses Microsoft Word, Excel, and PowerPoint.
- Ability to understand and implement basic accounting principles.
- Can communicate effectively through multiple channels, including written and presentation skills.
- Be strategic minded and collaborative in their approach to project management; can inspire vision and purpose in streamlining work processes and best practices;
- Be an excellent people leader and understand how to manage through others. Have strategies and ideas to build on a culture of employee engagement which supports the development, learning, coaching, and team building necessary for the workforce of the future;
- Can work effectively in a team setting and contribute to a work environment that embraces and encourages diversity in its workforce and where differences are valued.
- Provide excellent customer service to internal and external customers.
- Be able to persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
- Knowledge of applicable federal, state, and local laws and regulations.
SUPPLEMENTARY INFORMATION:- Must possess or obtain a Washington State Driver’s License.
