Come Join our team! King County Fleet Services Division is searching for an exceptional people leader to serve as its Personal Property Surplus and Motor Pool Dispatch Manager. This position is responsible for management and oversight of two programs: Personal Property Surplus (PPS) and Motor Pool Dispatch (MPD). The PPS Program is tasked with receiving and managing the county's personal property items marked for surplus and aims to find the best and highest use for these goods. The team is responsible for reducing the county's climate impact by landfilling as the last resort when disposing of goods the county no longer needs. The MPD Program provides access to approximately 35 pooled vehicles for business use. The team is located in the Surplus Warehouse in south Seattle as well as the Fleet Services offices in downtown Seattle and our successful candidate will be expected to work onsite.
ABOUT FLEET SERVICES DIVISION
The Fleet Services Division manages King County's portfolio of vehicles and equipment. The team performs acquisition, maintenance, repair, replacement, and disposal of approximately 3,000 fleet assets for the County's services associated with the Sheriff's Office, Public Health, Roads, Parks, Wastewater, Water and Land Resources, and other agencies. The division manages two maintenance shops which include robust storerooms of automotive parts, materials, and construction supplies as well as several technicians working in the field to support remote customer sites. In addition, the Fleet Division is responsible for the disposition of the county's personal property assets, which includes a surplus warehouse in Georgetown. Disposal methods can include re-use within the county, donation to verified and approved non-profits, and sales through online portals or sealed/negotiated bids. KEY DELIVERABLES AND EXPECATIONS
The Personal Property Surplus and Motor Pool Dispatch Manager plays a strategic role in the organization. Under the direction of the Director, this position plans, organizes, supervises, and manages the County's Personal Property Surplus and Motor Pool Dispatch services. The ideal candidate is a strong and proven leader with experience in surplus or inventory management, continuous improvement, leading teams and programs, and possesses a strong environmental and customer focus.
This manager will:
• Lead the strategic direction of Surplus and MPD programs. Ensure the vision, goals, and plans align and adjust where necessary with the Division, Department's 10-yr Strategic Plan, the County's Strategic Climate Action Plan and other requirements. Implement goals, vision, workforce management, performance measures, and strategies for the section's functions.
• Stay current on industry best practices and trends in surplus management and incorporate into organizational strategies and policies.
• Apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of this work.
• Foster and promote a culture of innovation, continuous improvement, and change with a strong sense of how to develop and offer new and services to meet customer needs.
• Provide leadership in creating partnerships with key stakeholders and partners to provide service in an efficient manner and add value to internal and external customers.
• Lead and administer the disposal of all surplus personal property, which can include determining the value, salability, and the appropriate method of sale or disposal. This includes recommending and implementing program changes.
• Oversee the Motor Pool shared vehicle reservation system of over 35 vehicles, monitoring vehicle utilization, supporting day-to-day staffing, and recommending alternate solutions when needed.
• Lead, manage, and support section staff including planning, directing, training, and evaluating staff and program performance. This includes setting and monitoring scheduling to ensure coverage for services.
• Perform routine data reporting and analysis to support program evaluation, reporting, auditing, etc.
• Collect data and feedback from teams, customers, and partners to make policy recommendations and program decisions.
• Establish personal property management and inventory control policies and procedures. Develop, publish, and distribute personal property surplus documentation; conduct annual training workshops for County employees.
