Summary

This recruitment is for a part-time Personal Recognizance Investigator. This position is open until filled; applications received on or before July 1st, 2022, will receive priority consideration.

The Community Corrections Division serves individuals involved in the King County Court System. The division provides services pre- and post-convictions. The primary programmatic areas are Electronic Home Detention, Community Center for Alternative Programs and the Intake Services Unit.
 
Duties include conducting one-to-one interviews with persons who have been newly booked into jail to determine release eligibility and make appropriate program and release recommendations. Conducting one-on-one interviews in specialty courts to determine program need. Staff works collaboratively with a variety of stakeholders including but not limited to inmate references and outside agencies. Screening/intake interviews are conducted within the booking area and inmate housing areas of the correctional facility, and entails working with a diverse population of inmates, departments and court personnel.
 
Duties are performed within adult detention facilities which are secured facility environments requiring the ability to navigate ramps, narrow hallways, opening and closing heavy doors and working in confined areas. Population includes potentially volatile individuals with emotional, mental health, and alcohol and/or substance abuse related problems.
 
This position is represented by Washington State Council of County and City Employees, Local 21-AD DAJD.
 
Work Location: The Personal Recognizance Investigator will work within a secure jail setting and will be assigned to Seattle Division, King County Correctional Facility in downtown Seattle with occasional work in the Kent Division at the Maleng Regional Justice Center in Kent. Employees must be able to work at either the Seattle or Kent facilities as needed. Assignments are subject to the staffing needs of the department and collective bargaining unit bid processes. On occasion there will be need for court appearances and or assignment to a specialty court.
 
Schedule: This is a regular career service, part-time, overtime eligible position. The work schedule is a 20-hour work week, specifically working Saturday and Sunday from the hours of 5:30 am - 3:30 pm (0530-1530). Facilities are operational 24 hours per day, seven days per week. Candidates must be able to work a schedule that includes evenings, weekends and possibly holidays and must be able to be contacted in emergency situations. Work schedule is subject to the staffing needs of the department and collective bargaining unit bid processes.
 
Eligibility List: An eligibility list may be established to fill future part-time career service vacancies. This list will remain in effect for up to 12 months, but may expire sooner if the list of qualified candidates is exhausted.

Job Duties

Essential functions include, but are not limited to:

  • Interview persons who have been booked into jail or appear in specialty court for misdemeanor and/or felony offenses. Identify and refer special situations to appropriate staff.
  • Contact references, victims, court personnel, probation/parole officers, and/or law enforcement personnel to obtain information.
  • Respond to questions/concerns from department staff, the public, courts, attorneys, and other agencies. Work collaboratively with a variety of stakeholders to make appropriate recommendations.
  • Maintain accurate records, and write clear and concise reports and recommendations to the court. Utilize a variety of computer programs/database systems to input interview data, conduct criminal records checks, and access a variety of automated/electronic information systems.
  • Review and evaluate data from multiple sources in order to make appropriate, objective release determinations and/or recommendations.
  • Backfill for court calendars as needed; prepare first-appearance court calendars/schedules.
  • Ensure and maintain confidentiality of sensitive information in all forms (verbal, written, and electronic/automated information systems).
  • Provide excellent customer service to internal and external customers. Perform other duties as assigned within area and scope of responsibilities.

Experience, Qualifications, Knowledge, Skills

  • A bachelor's degree with major coursework in criminal justice, social or behavioral sciences, OR, High School Diploma or G.E.D. with five years of direct experience conducting intake interviews, screening, and/or client assessments.
  • Requires excellent communication skills (both verbal and written), strong attention to detail, and ability to work collaboratively with a variety of stakeholders.
  • Computer proficiency is required; selected candidate must be able to utilize computers/electronic database programs to conduct inquiries and to access, retrieve, and update data/records.
  • Experience working collaboratively with a variety of stakeholders to serve a diverse population.
  • Proficiency in Outlook and Microsoft Word is required.
The Most Competitive Candidates will have the following:
  • Understanding of the Risk Need Principles.
  • Prior experience working in Evidenced Based and Promising Practices programs.
  • Prior experience with Risk and Need Assessments.
  • Prior experience working in a behavioral health organization or in the corrections field.
  • Professional, full-time paid work experience identifying, interviewing and assessing persons with behavior, mental health, drug and/or alcohol related issues, including experience working with potentially volatile clientele.
