Plans Examination Engineer III - Energy Code
- Summary
UPDATE: This recruitment will be used to fill multiple Term-Limited Temporary (TLT) and/or Special Duty Assignment (SDA) positions. The TLT/SDA is anticipated to last up to December 30th, 2022. This recruitment will remain open until filled. Applicants are encouraged to apply as soon as possible.
In order to hire and maintain a quality workforce that reflects the diversity of the community and works well within our True North values-based organization, the Permitting Division of the Department of Local Services (DLS) is accepting applications for the position of Plans Examination Engineer III.
The Plans Examination Engineer III will perform specialized plan examination of building plans and supporting documentation for structures and developments to ensure compliance with energy, mechanical fire/life safety, accessibility, and other county, state, and federal building code regulations, as well as perform inspections for compliance with the King County codes. This person provides direct service by conducting pre-application and construction consultation meetings, researching code requirements and permit histories, and onsite observations and inspections- Job Duties

- Review building and related permit applications documents to ensure construction proposals meet code requirements for energy performance, mechanical, life and safety, accessibility, and other applicable codes.
- Review plans and calculations to verify conformity with Washington State and King County energy codes and perform engineering analysis of designs and related features of construction plans. This is a primary or priority duty for this position.
- Perform site observation visits to evaluate potential construction conflicts and/or general construction progress towards complying with state codes; perform inspections of energy code permit features.
- Develop policy interpretations, public briefing documents, outreach, mentoring and technical trainings to support division implementation of the King County and State energy code by plan review and inspection staff.
- Collaborate with cross-department teams in identifying and developing code changes that further enhance King County’s implementation of the county’s Strategic Climate Action Plan.
- Work with stakeholders in the State building code to further a regional transition to advance a higher performance effective energy code.
- Serve as a technical resource for others in the organization about green building and sustainable construction methods or materials.
- Provide direct customer assistance for the public, design professionals and property owners on energy code and related questions and their application and the permit process.
- Communicate on the job in ways that reflects well upon King County, the County Executive, the department, and the incumbent.
- Exhibit and support a culture of superior customer service, and scrupulously honor commitments made to customers and others.

- Experience, Qualifications, Knowledge, Skills
The ideal candidate will have the following qualifications: - Construction or plans examination experience or education and experience in a related field such as architecture, engineering or construction management.
- Demonstrated experience in the application and interpretation of national, state, and local energy and building codes and standards.
- Experience working specifically on implementing the current Washington State energy codes and other codes or standards that exceed current adopted energy codes.
- Experience in the operation of green or sustainable building systems including mechanical systems for commercial and residential buildings.
- Knowledge of the permitting process.
- Skill in reading electronic construction plans, specifications, and support documents.
- Conducting meetings with a variety of stakeholders including builder and professional associations, business and homeowner groups, and other governmental representatives.
- Handle multiple competing priorities and producing quality detailed work within tight timeframes.
- Working effectively and cooperatively with a variety of individuals from diverse backgrounds.
- Must work well in a fast-paced, results-oriented, team environment with the ability to think quickly and independently.
- Strong communication skills, collaborative working style, and the ability to handle stressful situations in a positive manner.
- Experience with community outreach and engagement .
- Experience with technical trainings to support division implementation of the King County and State energy code by plan review and inspection staff.
Our Most competitive Candidate Will Also Have:- Experience as a plans examiner
- ICC certification as a building inspector and/or plans examiner
- Engineer or architect license or professional degree
- LEED certification or other equivalent green-building certification
- Experience in reviewing green building and sustainable construction projects
- Experience with electronic review of construction documents
NECESSARY SPECIAL REQUIREMENTS:
- Must be able to lift 20lbs.
- Must be able to use office equipment and software.

Teleworking Requirement
The work associated with this position will be performed predominantly by teleworking; complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.) Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
