The Solid Waste Division (SWD) of King County's Department of Natural Resources and Parks (DNRP) is seeking an innovative seasoned strategic leader for its Project Management Office (PMO). This member of the executive leadership team will report to the Deputy Division Director and will lead a talented staff of about ten project managers and project support professionals that is committed to continuous improvement and excellent project delivery.
The SWD PMO is responsible for planning, management, and delivery of the largest, highest risk and most visible Capital Improvement Program (CIP) projects for the Division. The PMO Manager supervises capital project managers and project control staff. The primary responsibility of this position is to provide strategic and project management oversight to the planning, design, and construction of CIP projects that are assigned to the PMO. Work typically involves a broad scope of planning, engineering, construction management, and project management responsibilities for the design and construction of solid waste management facilities, including Transfer Stations, landfill development and closure, facilities relocation, and environmental control systems.

Work Schedule: This position works a 40-hour workweek, Monday through Friday with some evening and weekend work as required. This position is exempt from FLSA provisions and is not overtime-eligible.
About Solid Waste Division: The Solid Waste Division's (SWD) core business is to operate the solid waste transfer, disposal, and recycling services for residents and businesses in all of King County, except for Seattle and Milton. Our 400 employees have earned a reputation for being innovators and leaders within our industry, but our landscape is changing. As a result, we are in the midst of creating our future-focused on three lines of business--waste prevention, resource recovery, and waste disposal. This innovation is backed by an ambitious six-year capital program totaling nearly a half-billion dollars, and a biennial operating budget of over three-hundred million. Our business is operated as an enterprise fund where we are solely dependent upon our revenue generation to fund our operations and environmental mission. SWD's service area has a population of about 1.5 million, or approximately 70 percent of King County's population as a whole.
Project Management Office (PMO) Profile: In 2015, the PMO structure was established in SWD to be consistent with other capital-intensive King County divisions. The PMO is responsible for planning, implementing, and managing SWD projects that are within its domain, including overseeing permitting, community outreach, and communication functions. This unit provides project management services such as the development of project management methodologies, training, project control, performance monitoring, and reporting. PMO staff provides supportive PMO functions for projects that are managed by other sections within the SWD. In general, the PMO follows the Project Management Institute (PMI) guidelines and methodologies.
Examples of Job Duties:
- Provide strategic direction and guidance to capital project teams and capital project managers to ensure continued alignment with the King County project delivery requirements.
- Coordinate CIP project teams' work with various SWD sections, units, and workgroups to ensure collection, integration, and unification of stakeholder requirements in project planning processes.
- Apply Key Performance Indicators (KPIs) to measure project performance and report progress to stakeholders.
- Recommend and oversee the development and implementation of policies and procedures for the PMO.
- Administer and monitor the PMO capital projects budget and the unit's operating budget.
- Supervise the work of the PMO staff members; Hire, assign and schedule work, evaluate performance, and initiate disciplinary action when appropriate.
- Oversee the development and preparation of the annual capital improvement program requirements and budgets for assigned work, which includes developing the project, estimating costs, estimating budget requirements, and initiating approval of the project.
- Oversee preparation of consultant scopes of work.
- Oversee the preparation and negotiation of contracts and change orders to contracts.
- Evaluate contract claims.
- Develop staff by providing mentoring, coaching, and training.
- Provide technical expertise in the evaluation and analysis of complex, sensitive, and political issues.
- Serve as a project management subject matter expert at the Capital Project Review Board and other management meetings to assist SWD management in making project-related decisions.
- Act as liaison on modifying and updating county-wide policies, procedures, tools, and templates related to project management.
- Represent SWD at various county-wide initiatives, including Capital Project Management Working Group (CPMWG), Equity and Social Justice (ESJ) teams, Facilities Systems Improvement group, and Contracting Forums.
- Participate as a contributing member on the Solid Waste Division Management Team (SWDMT) providing leadership to the division establishing the strategic direction of the division.
Our Ideal Candidate Will Have:
- A Bachelor's degree in Project Management, Engineering, Construction Management, Business Administration or closely related field and, a minimum of four years of progressively responsible project management experience comprising of project control, construction and contracts management, or an equivalent combination of education and experience that provides the skills required for the responsibilities of this position.
- Experience in project management strategy planning, capital project budgeting, stakeholder engagement, and customer relations management.
- Experience working in government/public works (Preferred).
- Experience in construction-contract dispute and claim management including large and complex CIP projects
- Excellent leadership and supervisory skills
- Current Project Management Professional (PMP) certification or ability to achieve PMP certification within 6 months of hire.
- Documented professional experience demonstrating the ability to analyze and understand design engineering plans and technical specifications to formulate WBS, schedules, and budgets for performance measurement using EVM technique or similar methods.
- Demonstrated ability to effectively present proposals, progress reports, and recommendations to work teams, management, and external groups in verbal and written form.
- Skills and ability to understand stakeholder needs and meet them within policy guidelines and build collaborative team relationships.
- Demonstrated experience in successfully working with multi-disciplinary project teams and individuals with diverse backgrounds.
- Experience in successfully negotiating agreements by applying established processes and tools.
- Ability to effectively engage in and sustain relationships with people from diverse cultures, professional backgrounds, and socio-economic backgrounds.
