Summary

As part of the SWD leadership team, the PMO Manager will work with capital project managers and other subject matter experts to ensure that project teams have what they need to be successful. In this position, you will have the opportunity to participate in setting the direction of the Solid Waste Division. This position reports directly to the Deputy Division Director and will be briefing the SWD Director and the DNRP Director on project status which provides access to upper County management.
The Capital Improvement Program (CIP) projects delivered by the SWD PMO are complex and high-visibility. The SWD PMO is responsible for planning, management, and delivery of the largest, highest risk, and most visible CIP projects for the Division. Most projects involve developments at the Cedar Hills Regional Landfill (CHRLF), the only active landfill in King County, with eight transfer stations, and two drop boxes. Current major projects include CHRLF Area 9 development and Facilities Relocation, constructing a new South County Recycling & Transfer Station, and the environment review process for the new Northeast Recycling & Transfer Station. Your work will primarily be conducted remotely from home and allows a flexible schedule that facilitates work/life balance.
The PMO unit has a supportive work environment. We work as a team to ensure that all projects are completed in a timely fashion and within budget. We share our success as well as lessons learned with each other. And we support each other as we grow in our professional careers.

Work Location: Primarily teleworking and the King Street Center, 201 S. Jackson St., Seattle WA 98104.
Work Schedule: This regular, full-time position is exempt from the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. This position generally works a 40-hour work week, Monday through Friday. However, special project events and meetings may require work during evenings and weekends.

Examples of What You Will be Doing:
- Supervise the staff of the PMO (Currently, 16 employees including 4 direct reports)
- Ensure CIP projects are delivered within scope and budget and on schedule per King County's standards for project management
- Oversee execution of contracts with consultants for planning, design, and construction management services, and contractors for construction services
- Participate as a member of the Solid Waste Division Management Team (SWDMT) setting direction, priority actions, and key performance indicators for the division
- Ensure CIP projects meet Equity and Social Justice (ESJ), and sustainable and green building requirements and initiatives.
You Should Have:
- A Bachelor's degree in Project Management, Engineering, Construction Management, Business Administration, or a closely related field and, a minimum of four years of progressively responsible project management experience comprising project control, construction, and contracts management, or a combination of education and experience that provides the skills required for the responsibilities of this position.
- Minimum of 5 years of supervisory experience
- Experience in project management strategy planning, capital project budgeting, stakeholder engagement, and customer relations management.
- Skills and ability to understand stakeholder needs and meet them within policy guidelines and build collaborative team relationships.
- Demonstrated experience in successfully working with multi-disciplinary project teams and individuals with diverse backgrounds.
- Experience in successfully negotiating agreements by applying established processes and tools.
Highly Qualified Candidates Will Also Have:
- Experience working in government/public works (Preferred).
- Experience in construction-contract dispute and claim management including large and complex CIP projects
- Professional experience demonstrating the ability to analyze and understand design engineering plans and technical specifications to formulate WBS, schedules, and budgets for performance measurement using EVM techniques or similar methods.
- Current Project Management Professional (PMP) certification or ability to achieve PMP certification within 6 months of hire.
