The Care Authorizer works within the Care Coordination and Recovery Section. The Care Authorizer's responsibilities focus on utilization management, service authorization and client services for the Behavioral Health and Recovery Division (BHRD) and the Behavioral Health Administrative Service Organization (BH-ASO) and the King County Integrated Care Network (KCICN).
This position includes care coordination, utilization management, authorization determinations and case consultation. This position includes contact with individuals, families and the community through the telephone and occasionally in-person.

Work Schedule: This position is eligible for overtime with supervisory pre-approval. Typical hours are Monday - Friday 8am-5pm.
TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

- Authorize behavioral healthcare benefits for persons with intensive needs, using King County established protocols.
- Participate in the authorization of mental health and SUD outpatient benefits for persons that require extended or intensive outpatient services.
- Participate in monitoring site visits of contracted providers and other monitoring activities as assigned.
- Provide clinical consultation and technical assistance to providers.
- Participate in multidisciplinary, inter-system care coordination teams as needed to develop cross-system intervention plans.
- Participate in utilization management and quality management activities to assure that resources are used appropriately and efficiently.
- Perform other related duties as assigned.
- Experience, Qualifications, Knowledge, Skills
- Qualified Mental Health Professional as defined by Washington Administrative Code and current licensure as a social worker, therapist, psychiatric nurse and/or registered counselor.
- Experience providing direct behavioral health services in a community center serving low income, publicly funded individuals.
- Knowledge of and experience working with culturally diverse populations.
- Knowledge of behavioral health recovery principles and practices.
- Excellent interpersonal skills.
- Ability to manage multiple tasks simultaneously.
- Working knowledge of 2010 Microsoft Office, e-mail and the internet.
- Valid Washington State Driver's License and the ability to travel throughout the county in a timely manner.
- The most competitive candidates will also have the following desired qualifications:
- Knowledge of and experience with clinical services provided through King County contracted behavioral health agencies.
- Experience working with King County Providers.
- Dually certified as CDP and Qualified Mental Health Professional as defined by Washington Administrative Code 388-865-0150 and 0260 with current licensure as a social worker, therapist, psychiatric nurse and/or registered counselor.
- At least 1 year of recent experience authorizing services in a behavioral health managed care plan.
- Experience working with persons that have co-occurring mental illness and substance use disorders.
- Knowledge of and experience with application of managed care principles.
- A graduate degree in social science, social work, psychology, or in a related health care profession (e.g., psychiatric nursing).
- Certified Chemical Dependency Professional (CDP) as defined by Washington Administrative Code 246-811-010 and Revised Code of Washington 18.205.
