This position is part of the MIDD Team within the Behavioral Health & Recovery Division (BHRD). BHRD works to improve the quality of life in King County by ensuring that adults, youth, children, families, and communities receive the mental health and substance use disorder services that they need. BHRD's client-centered, coordinated system of service delivery is based on community assessment, measurable outcomes and systematic program evaluation that is accountable to our clients and their families, funding agencies and residents of King County.
ABOUT THIS POSITION: The Mental Illness and Drug Dependency (MIDD) sales tax fund, also known as the Behavioral Health Sales Tax Fund, generates approximately $136 million every biennium. MIDD funds behavioral health programs and services throughout King County through approximately 53 initiatives. The MIDD Team provides leadership and stewardship of the MIDD Fund, and technical assistance and support to MIDD-funded partners.
This position supports the implementation of behavioral health programming in rural areas of the county, develops and monitors contracts with community-based behavioral health provider agencies, and provides administrative and technical support to the MIDD Team.

WORK SCHEDULE/CONDITIONS: This is a Special Duty or Term-Limited Temporary (TLT) position anticipated to end December 31, 2022, but subject to change dependent on operational need. This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval.
Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

- Job Duties
- Assist with contract procurement processes, including handling administrative related duties such as scheduling, award notifications, and contract negotiations.
- Develop contracts and scopes of work, amendments, exhibits, and reports; review and process invoices; monitor clinical, fiscal, and administrative compliance of contracted providers.
- Complete desktop reviews of contracted providers. Work to understand their progress as well as any challenges faced. Provide technical assistance and support to contracted providers and connect them to resources, as needed, to ensure that their project successfully meets the contract's specific outcomes and requirements.
- Support the contracted providers to implement Culturally and Linguistically Appropriate Services (CLAS).
- Build relationships and maintain regular communication with contracted partners.
- Support the MIDD team’s efforts to integrate equity and social justice considerations into programs and initiatives.
- Provide administrative and tracking support to the MIDD Team, for both MIDD funded initiatives as well as efforts in support of rural behavioral health programming.

- Experience, Qualifications, Knowledge, Skills
- Strong commitment and/or experience creating programing grounded in Equity and Social Justice.
- Demonstrated understanding of the impact of racism, sexism, homophobia, xenophobia, islamophobia, and other forms of systematic oppression.
- Demonstrated understanding of how historical, and generational traumas have impacted Black, Indigenous and People of Color communities in the United States.
- Experience with, and an understanding of federal, state, and local government funding, as well as program mandates related to substance use disorder and/or mental health treatment.
- Knowledge and recent experience in procurement processes, contract development, negotiation, budget development and management, and policy and/or program development.
- Demonstrated experience in gathering and analyzing data for needs assessments, outcomes reports, quality improvement/assurance recommendations, compliance monitoring and the ability to develop formal reports for professional and community audiences.
- Ability to work well both independently and as a member of a team.
- Demonstrated high level communication skills, both written and verbal.
- Demonstrated professional level organizational skills.
- Proficiency with Microsoft 365 Office Suite, including Excel and Outlook, and with Microsoft Teams.
NECESSARY SPECIAL REQUIREMENTS:
- Valid Washington State Driver's License, or the ability to travel around the county and state in a timely manner.
- Occasional lifting of files and supplies up to 10 lbs.
DESIRED QUALIFICATIONS:
- Bachelor’s degree in a behavioral health field.
- Licensure/certification as a MHP and/or CDP preferred.
- Experience working in either the Substance Use Disorder or Mental Health service delivery system within the State of Washington.
