The Operations and Contracts Coordinator will serve as a part of the King County Developmental Disabilities and Early Childhood Supports Division (DDECSD) Operations and Contracts team responsible for the equitable development, procurement, negotiation, and monitoring of contracts with community based agencies that provide early childhood, supported employment, and community information and outreach services to individuals and families in King County. The position will be responsible for ensuring compliance with the terms and conditions of the division’s revenue contracts and reporting on contract deliverables. Additionally, this position will also support the coordination of the division’s Equity Change team.
This position will primarily coordinate contracts for the DDECSD Adult Services and Community Information Outreach and Referral (CIOR) teams in alignment with our vision to assist King County residents of all ages and cultures who have developmental disabilities to achieve full, active, integrated, and productive participation in community life. The Operations and Contracts Coordinator will report to the Operations and Contracts Manager within DDECSD.

Work Schedule: This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act, and is overtime eligible with supervisory pre-approval.

- Build partnerships between community-based agencies and DDECSD, especially the Adult Services and Community Information Outreach and Referral (CIOR) teams.
- Support the coordination of the division Equity Change Team and the fulfillment of equity action plans.
- Serve as the primary point of contact for Adult Services and CIOR contracts in the division and support other division contracts.
- Coordinate equitable contracting and amendment processes in alignment with department and division procedures as well as the County’s Equity and Social Justice Strategic Plan.
- Plan, schedule, and complete monitoring visits and reports with contracted providers in collaboration with division team members.
- Provide and/or arrange for follow up training and technical assistance to monitoring activities to assure compliance with federal, state, and county requirements.
- Develop and implement strategies to ensure the completion and documentation of required training on topics, which include but are not limited to Health Insurance Portability and Accountability Act (HIPAA), Mandatory Reporting, and Data Security.
- Manage deliverables from contracted providers and report on deliverables to revenue funders.
- Co-develop and support Request for Proposals (RFPs) and other procurement processes in collaboration with division team members.
- Encourage strengths-based, collaborative relationships with community partners focused on mutual continuous quality improvement.

- Experience, Qualifications, Knowledge, Skills
- Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations.
- A combination of at least four years of education and relevant experience in contract administration, health care, social services, or project coordination.
- Skills and abilities working collaboratively with diverse stakeholders including families, culturally specific and community based groups, service providers, and co-workers.
- Ability to identify intersecting issues, challenges, and opportunities for collaboration across internal and external partners, including strategies to promote equity.
- Ability to provide engaging trainings and/or technical assistance with diverse groups using adult learning approaches.
- Ability to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on a number of tasks simultaneously; and, to organize and prioritize quickly in response to changing needs.
- Skills communicating complex information to diverse audiences for understanding and decision-making.
- Proficiency in the use of Microsoft Office including Word, Excel, PowerPoint, and Outlook.
- Valid Washington State Driver’s License or ability to travel throughout the County in a timely manner.
Desired Experience, Qualifications, Knowledge, & Skills:- Professional or lived experience with the developmental disabilities service system.
- Two years of professional experience in quality assurance/contract monitoring with a state or local government agency.
- Experience effectively supporting home cultures and languages of individuals and communities, as well as bicultural and/or bilingual skills are preferred.
- Familiarity with procurement and contracting technology tools; such as, ZoomGrants, DCHS’s Contract Management System (CMS), or similar.
