DCHS' Housing, Homelessness, and Community Development Division (HHCDD) is hiring a Short-Term Temporary Project/Program Manager (PPMII) in the position of Planner and Community Engagement Analyst. This position supports the HHCDD as a member of the Policy Planning and Special Projects (PPSP) team, co-designing and implementing community engagement efforts, with an emphasis on equitable processes and outcomes. The position also supports federal grant planning and reporting activities. As a member of the Special Projects team, this position will also participate in pilot projects and other initiatives for the benefit of the HHCDD.
This position is expected to last 19 weeks from approximately September 20, 2021 to January 28, 2022.WHO MAY APPLY: This position is open to all qualified candidates that meet the minimum qualifications.

WORK SCHEDULE/CONDITIONS: This is a Short-Term Temporary position anticipated to end on January 28, 2022. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. Typical hours are Monday - Friday, 8 AM to 5 PM. This position requires five to ten percent of work hours to occur on evenings or weekends to effectively work with community members. This position is represented by PROTEC17.
Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

- Job Duties
- Implement community engagement efforts for the PPSP team and the HHCDD, to support equitable development, transfer of county owned property, regional affordable housing collaboration, fair housing, and ongoing federal grant planning. Work with the Equitable Development Officer to ensure community voices guide initial planning efforts and remains central to HHCDD implementation.
- Work as a part of the federal grant reporting team for Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), and Emergency Solutions Grant (ESG) programs and cross cutting federal funds requirements such as public engagement and fair housing. Develop Certificates of Consistency, using the HHCDD template with the King County Consortium Consolidated Plan for developers applying for public funding.
- Support HHCDD special projects efforts, as identified by the King County Executive, Department Director, and/or Division Director. Projects could include the opening of new facilities such as shelters or housing, serving as interim lead for projects in transition, or organizing community-wide meetings.

- Experience, Qualifications, Knowledge, Skills
- Experience working on community engagement for housing-related programs or other initiatives with a demonstrated knowledge of equity and social justice principles and the effect of policy and systems-based inequities on communities.
- Experience with general reporting systems, such as grant compliance, budgeting, or federally-required housing and community development plans and reports for HOME, CDBG, and ESG funds.
- Commitment to furthering the County’s efforts to pursue equity and social justice.
- Competent writing and oral presentation skills.
- Ability to work in a collaborative manner as a team member both internally and externally with staff, service providers, and members of the community.
- Experience reviewing and processing routine certifications for housing or other programs or requisition systems.
- Experience leading or supporting large meetings such as trainings or community workshops.
