King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community.This position provides oversight of Behavioral Health Housing resources available through the Behavioral Health and Recovery Division (BHRD) of DCHS and functions with the Hospital and Mental Health Residential section. The Behavioral Health Housing Specialist works with internal and external partners and cross-departmentally to coordinate and oversee housing programs for those living with behavioral health disorders.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm.
Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

- Job Duties
- Establish and maintain linkages with Seattle Housing Authority, King County Housing Authority, King County Regional Homelessness Authority and housing developers.
- Establish and maintain linkages with housing programs such as but not limited to: Housing and Recovery Through Peer Services (HARPS), Forensic HARPS, Hepatitis AIDS Substance Abuse Program (HASAP), Community Behavioral Health Rental Assistance (CBRA).
- Establish and maintain close coordination, partnership and communication with DCHS H2CD2 team.
- Assist housing providers and developers in planning for housing capacity and support services for individuals living with behavioral health disorders.
- Assist in the development of housing grants.
- Develop and support mechanisms to distribute housing resources that have been allocated to BHRD from WA Dept. of Commerce and/or housing authorities.
- Provide technical assistance in the development of supportive housing case management services plans and budgets.
- Serve as a representative of the Division in terms of housing expertise at planning meetings, housing forums, public functions and housing coalition meetings.
- Collect, analyze and report pertinent and valued housing data.
- Attend and participate in planning meetings related to behavioral health housing opportunities at local and statewide levels.
- Build and maintain critical relationships with external stakeholders and develop working agreements.
- Expand partnerships and develop relationships that are collaborative and coordinated across existing and new entities.
- Direct, coordinate and/or facilitate the work of multiple cross-system collaborations across different housing systems and organizations.
- Troubleshoot and resolve issues that may arise between constituents or system partners.
- Work with and be inclusive of people who have been consumers in the mental health, substance use and/or criminal legal system.
- Align workflow of division initiatives of equity and social justice, recovery-oriented system of care, and the goal to provide diversion from hospitalization when appropriate and rapid stabilization and discharge once hospitalized.

- Experience, Qualifications, Knowledge, Skills
- Bachelor’s Degree in Human Services or related field. Qualifying experience may substitute year for year of education.
- At least two years recent experience related to behavioral health housing.
- Knowledge of principles of equity and social justice and demonstrated ability to work with individuals and/or groups from diverse backgrounds.
- Extensive knowledge of issues related to behavioral health housing.
- Knowledge of the king County Mental Health Residential Continuum.
- Understanding of specific issues related to high-risk high-need populations and frequent users of intensive services.
- Knowledge of other complex systems and issues that are related to psychiatric discharge and re-entry into the community, such as physical and behavioral health, healthcare reform, homelessness, education, and employment.
- Demonstrated ability to work effectively with a broad range of constituents, including consumers, social services and housing providers, volunteers, government officials, business people, boards, high level management, elected officials, advocates, government and agency staff and others.
- Skilled at motivating partners, volunteers, community members, and building teams that work collaboratively toward implementing strategic initiatives.
- Written and oral communications skills, including the ability to make presentations to diverse audiences.
- Analytical and problem-solving skills.
- Demonstrated ability to develop budgets and funding plans.
- Demonstrated ability to simultaneously manage multiple tasks/projects, in detail, and meet deadlines.
- Demonstrated leadership skills.
- Strong facilitation skills and ability to promote consensus in decision making across DCHS/BHRD.
- Demonstrated ability to motivate and engage people across the political and socio-economic spectrum to come together and push to advance the goals of DCHS/BHRD.
- Computer skills; excellent knowledge of MS Outlook, Word, PowerPoint, and Excel.
- Valid Washington State Driver's License or the ability to travel around the County in a timely manner.
- Must be able to pass a criminal background check on a post offer/pre-employment basis.
DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
- Master's Degree in Human Services or related field and/or equivalent education and work experience.
- Successful grant writing experience.
