The Housing, Homelessness, and Community Development Division (HHCDD) of the Department of Community and Human Services (DCHS) is seeking a manager for the relationship and contract with the new King County Regional Homelessness Authority (KCRHA). This person will serve as the lead for planning and funding associated with DCHS’ Memorandum of Agreement (MOA) with KCRHA. The Manager will apply their contracting expertise and homeless funding and system knowledge to implement and oversee management of funding, data collection and reporting related to King County funds assigned to KCRHA . The position will report to the Housing Services and Stability Manager of the Housing Homelessness and Community Development Division (HHCDD).
KCRHA is the newly implemented Continuum of Care (CoC) Lead for the Seattle-King County Continuum of Care designated to oversee policy, funding, and services for people experiencing homelessness countywide and charged with unifying and coordinating the homeless response system for King County. Under an ILA and pursuant to a Memorandum of Agreement (MOA), King County will be assigning funds to KCRHA for the homelessness crisis response. These funds will include state and federal funds for which King County is responsible as well as local funds. This position will be responsible for overseeing the funds and ensuring collection of the necessary programmatic data and information from KCRHA to ensure that King County can report to state and federal authorities as needed. They will also be involved in informing and tracking KCRHA policy developments, particularly as they relate to the funds.WHO MAY APPLY: This position is open to all qualified candidates that meet the minimum qualifications.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours of work are Monday - Friday, 8am - 5pm. This position is represented by PROTEC17.
Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Manage and monitor the Memorandum of Agreement (MOA) between King County DCHS and the King County Regional Homelessness Authority (KCRHA).
Build relationships and maintain good communication with KCRHA, community stakeholders and institutional partners working together to achieve common goals.
Oversee the contracting of a complex budget with KCRHA containing a mix of federal, state and local funds that are often braided or layered, creating county processes to ensure compliance.
Gather data and narrative information from KCRHA and compile as needed for reports as required by state, federal, and local fund sources included under the MOA.
Lead on compiling and writing reports required by the executive or council. Actively coordinate with DCHS Performance Management and Evaluation regarding data collection necessary for meeting the requirements of the MOA.
Work collaboratively with King County fiscal staff in monitoring to ensure compliance with all relevant federal, state, and local laws and regulations, expenditure and program standards, and deadlines.
Attend, inform and participate in KCRHA boards and workgroups as requested and as necessary to manage the MOA. Inform DCHS leadership with regards to KCRHA policy and implementation as it relates to funding requirements.
Serve as a resource for HHCDD regarding KCRHA policy and implementation framework as they relate to program and contract management and any related changes.
Monitor for King County’s housing and equity objectives and keep leadership informed of challenges and opportunities.
Ensure equity accountability at KCRHA and share with HHCDD best practices and innovative techniques learned.
Perform other duties as assigned.- Experience, Qualifications, Knowledge, Skills
Bachelor's degree in public administration, public policy social services and four years of experience in planning and implementing homelessness or housing programs; or equivalent combination of education and experience, plus a demonstrated solid understanding of homeless housing and services systems.
Experience with homeless and housing programs.
Demonstrated record of excellence successfully implementing and managing large and complex budgets with multiple and braided fund sources including federal, state and local funds. This includes negotiating, preparing, and managing contracts.
Familiarity with homeless and housing funds preferred. Experience working with federal funding sources, particularly those focused on the homeless response system.
Demonstrated understanding of equity and social justice concepts and the effects of place, race and systems-based inequities and ability to apply an equity and social justice approach to all areas of the work, including communication Project management experience with demonstrated success in implementing high profile, complex government programs under tight timelines.
Demonstrated ability to work collaboratively with a variety of stakeholders and project partners with sometimes varying objectives.
Strong negotiation and creative problem-solving skills, and the demonstrated ability to work collaboratively and develop partnerships to build consensus and develop reasoned solutions to issues and problems.
Excellent oral and written communication skills, including demonstrated clear and professional-level ability for such tasks as correspondence, policies and procedures and reports and the ability to make presentations to groups.
Strong organizational skills with ability to manage multiple projects and deadlines at the same time, to move between the details of implementation and a broader system view, and to prioritize and re-prioritize work.
