The Department of Community and Human Services is leading the County's work to end homelessness in our community, and the Homeless Housing Programs (HHP) section manages the contracts for housing and services designed to support community efforts to make homelessness rare, brief and one time.
This is a professional level position that will consist of approximately 50% contract management and 50% leading the Permanent Housing efforts within HHP.
The Lead will be responsible for assisting in negotiating and managing contracts and coordinating with other departments, funders and providers on permanent housing efforts in King County.
This position will report to the coordinator of the Homeless Housing and Programs Section of the Housing and Community Development Program. This is a Special Duty position ending December 31, 2021

Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm.

- Lead development of new strategies and work diligently on existing strategies around permanent housing in King County. Work will involve close coordination with HHCDD Sections, various DCHS Divisions, partners at the City of Seattle, Public Housing Authorities, King County Regional Homelessness Authority, community stakeholders, and others.
- Lead the interagency, inter-jurisdictional, multi-disciplinary work to plan, develop, and conduct competitive process for awarding funds, in coordination with other resources.
- Lead the work plan for permanent housing efforts, including the evaluation of existing programs, modification of programs where necessary to improve outcomes, implementation of new and/or innovative approaches to reduce homelessness, and assure compliance with CoC funding requirements.
- Develop, monitor and oversee contracts with agencies awarded funding for homeless housing, homeless housing services and related projects, authorize expenditures; provide leadership in coordinating contracting among other entities providing resources for the same project(s).
- Lead any needed efforts to conduct public forums and processes with a variety of stakeholders to inform them about program and policy matters and to gather meaningful input from them concerning program and policy direction.

- Experience, Qualifications, Knowledge, Skills
- Bachelor's degree in Public Administration, Social Services, or Business and three years of experience in planning and/or implementing social services, homelessness programs; or equivalent combination of education and experience, plus a solid understanding of homeless housing and services systems.
- Demonstrated ability to lead multiple, complex projects simultaneously under short deadlines and high visibility.
- Strong facilitation and negotiation skills, and the demonstrated ability to develop partnerships with stakeholders to build consensus and develop reasoned solutions to issues and problems.
- Ability to work in a collaborative manner as a team member both internally and externally with staff, service providers and members of the public.
- Knowledge of RFP processes, including RFP development and management of the review process.
- Demonstrated clear and professional-level writing ability for such tasks as correspondence, grant proposals, and contracts.
- Proficiency using 2010 MS Word, Excel, and Outlook or another email system.
- Valid Washington State Driver's License or the ability to travel throughout the County in a timely manner.
- A proven ability to steward and account for complex blends of local, state, or federal funds, including the proven ability to timely, sufficiently, and successfully support responses to audits and additional requests for information on uses of funding.
- Ability to supervise colleagues responsible for the timely and accurate processing of invoices, performance reporting, and other critical documentation as demonstrated by previous and successful experience in such work.
- Skill in providing strong leadership and supervision to direct-report staff, including the ability to ensure timely, candid, and caring feedback through official County processes as well as regular and informal feedback.
- Experience in negotiating, preparing, monitoring and/or managing homeless housing and services contracts.
- Experience working with federal funding sources, particularly those focused on homelessness.
- Experience with RFP processes.
