The Community Development Program creates healthy and inclusive communities by providing capital funding for activities such as infrastructure improvements, non-profit community facilities, early learning facilities, multi-purpose recreational facilities, economic development, and related projects.
A central role of this position will be expanding and stewarding the Division’s Community Development work which currently focuses on implementing the King County Consortium’s Community Development Block Grant (CDBG) funding received from the U.S. Department of Housing and Urban Development (HUD). The program expansion will incorporate the Puget Sound Taxpayer Accountability Account (PSTAA) Early Learning Facilities (ELF) funding strategy and the Best Starts for Kids (BSK) Capital Grant Program into the Community Development Program to strategically target the County’s capital resources to serve low- and moderate-income communities’ greatest needs. The Community Development Program Lead Manager’s role is to lead the Community Development Program team to promote and implement programs and projects that support a wide variety of community development needs that support King County's goal of providing equitable opportunities for people to be happy, healthy, and connected to community.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm.
Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

- Job Duties
- Lead the expansion and restructure of Community Development Programs, to strategically integrate three overlapping programs and align their goals and implementation to support equitable community outcomes.
- Lead program and funding alignment, including the equitable distribution of funding in alignment with implementation plans for PSTAA ELF and the BSK Capital Grant as well as CDBG funds according to the King County CDBG Consortium Interlocal Cooperation Agreement (ICA).
- Collaborate across teams and divisions to coordinate program design and achieve program and project goals.
- Support staff development and team culture through restructure. Grow a team of approximately 5-6 staff.
- Supervise and lead Community Development’s expanded work plan and deliverables. Oversee related program responsibilities including procurement compliance, project implementation, labor compliance, contracting, monitoring, and HUD reporting requirements and NEPA environmental reviews, as applicable.
- Lead the evaluation of existing processes and modification where necessary to improve outcomes, and implementation of new and/or innovative approaches to promote equitable community development.
- Support staff’s capacity to provide technical assistance in interpreting local and federal regulations and King County requirements to participating jurisdictions, other King County agencies, and community groups interested in applying for community development funds.
- Ensure coordination and streamline where appropriate across procurement process for community development funding including team review of proposals individually and as a total program to ensure compliance with local, state and or federal requirements.
- Work in coordination with the Policy and Special Projects team on certain required plans and reports, including annual reports or plans, the CAPER, and the community development portions of the Consolidated Housing and Community Development Plan, as well as related aspects of the federal IDIS system.
- Ensure that the public notification and citizen involvement requirements of the CDBG program are met.
- Monitor, track, and report on project/program or account status and make recommendations on established organization priorities and goals.
- Work with program staff to update and maintain data and other information for projects and databases. Conduct routine and well-defined financial studies to evaluate proposed expenditures or programs.
- Serve as an advocate for King County’s community development objectives in coordination with the Capital Programs Manager, including representing the program in inter-jurisdictional meetings with other public funders and working groups as needed.
- Serve on the management team for the HHCDD and provide program and policy updates to Department and County leadership, including elected officials.
- Work proactively and in good faith with other HHCDD, DCHS and Consortium Cities staff and community partners to cooperatively identify solutions to issues facing the program and department.

- Experience, Qualifications, Knowledge, Skills
- A combination of education and/or professional and life experience that enables the ability to understand complex issues quickly, make informed decisions, while also supporting and mentoring staff.
- Experience leading community development programs or projects to achieve equitable community outcomes.
- Ability to operate in a politically sensitive environment, with nuance and attention to detail.
- Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on marginalized communities.
- Working knowledge of federal, state, and local government mandates related to the program funding including HUD’s CDBG program.
- Excellent writing skills and analytic skills with the ability to develop reports for public presentation.
- Excellent communication skills including the ability to make presentations to large and small groups.
- Demonstrated ability to work collaboratively with a variety of stakeholders who may have markedly different perspectives, including individuals, teams, and agencies (internally as well as externally).
- Strong facilitation and negotiation skills, and the demonstrated ability to develop partnerships with stakeholders to build consensus and develop reasonable solutions to issues and problems.
- Demonstrated experience in ensuring program compliance with policies, procedures, program requirements.
- Excellent organizational skills, and the ability to prioritize work assignments and adjust priorities in a multi-task environment.
- Working knowledge of basic accounting and project budget development.
- Intermediate skills in Microsoft Office Suite: Word, Excel, Outlook and the internet

- Demonstrated ability to lead program innovation and change processes.
- Demonstrated ability to evaluate programs for outcomes and implement change where necessary to improve program success.
- Successful completion of HUD and/or NCDA training on overall CDBG program requirements.
