*This recruitment is open to current internal King County employees only. This position is a Term-Limited-Temporary role that is anticipated to end December 31, 2026. *

FBOD is seeking an experienced, passionate, and highly engaged equity leader who will help drive results for pro-equity contracting across the County. The position will collaborate with other leaders and staff in the division, as well as with agency leaders and staff in other County agencies, to further amplify the participation of Minority and Women-Owned Business Enterprises (MWBEs) in County contracts. The position will also support outreach efforts that engage community-based organizations with an interest in advancing pro-equity contracting outcomes. The position will report directly to the FBOD division director or the deputy director.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill, and ability to:
  • Collaborates and partners with the designated co-leaders in FBOD for implementing the 2021 Executive Order on pro-equity contracting, i.e., the manager for Business Development and Compliance (BDCC) and the chief procurement officer with Procurement & Payables.
  • Clarifies and executes strategic plans and actions, in collaboration with FBOD staff and other County agencies, that advance pro-equity contracting.
  • Serves as a special project or program manager, when requested, to help support a nine-element action plan that implements key recommendations from a recently completed Disparity Study associated with construction and construction-related contracts.
  • Collaborates and partners with chief procurement officer and Procurement & Payables team members to advance key procurement initiatives/actions intended to improve customer experience, reduce cycle, and advance equity.
  • Prepares, conducts, and/or supports briefings and presentations for community-based organizations and follows up with these organizations on the status of County plans/actions.
  • Leverages the network of community-based organizations to learn from and partner with them for sustaining progress and outcomes.
  • Prepares, conducts, and/or supports briefings and presentations for County agencies and senior leaders on pro-equity contracting. Also helps agencies prepare and execute their own actions plans that are in alignment with the vision and goals of pro-equity contracting.
  • Serves as the leadership liaison to fulfill the County's commitment for the Equity in Infrastructure Pledge (EIP). The Pledge involves a consortium of other government entities from across the U.S. that are moving forward with innovative strategies and practices that enhance pro-equity contracting.
  • Creates or updates strategic plans and action plans that fulfill pro-equity contracting goals and objectives.
  • Reviews current metrics and makes recommendations to ensure metrics are meaningful and actionable for advancing pro-equity contracting.
  • Plans, orchestrates, and participates in trainings for internal staff, within and outside of FBOD, to ensure there is a common understanding of pro-equity contracting and that staff feel empowered to generate ideas and take actions that will drive equity results.
  • Carries out other administrative, project, or program duties as assigned by the FBOD director.
Minimum Qualifications:
  • Experience in a high-level leadership or program manager role with King County.
  • Demonstrated strategic thinking and analytical skills, including experience preparing and updating strategic plans and related action plans.
  • Experience working collaboratively within a team setting to achieve results.
  • Demonstrated listening skills and exhibits high level of emotional intelligence.
  • Experience leading and managing equity work/projects.
  • Experience working on countywide strategies and plans, especially involving equity.
  • Builds effective relationships with others, including inside and outside of King County.
  • Strong communication, interpersonal, writing and customer service skills.
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
  • Ability to work with people from diverse backgrounds.

  • Demonstrates political and organization savvy to prepare plans and achieve results. Knows how to work across organizational boundaries in the County.
  • Has well established connections and relationships with community-based organizations and key stakeholders in the County community who have interests in advancing equity.
  • Has strong and extensive County agency network. Also has experience influencing and collaborating with others inside the County to achieve goals and outcomes without having organizational authority over them.
  • Experience at tailoring communications to various audiences, including high level executive leaders, agency staff, and members of community-based organizations. Experience at writing complex reports and making presentations.
  • Experience with LEAN processes and principles.

Position Information:
  • Work Site Details: The work associated with this position will primarily be hybrid. In office requirements may change as required by King County business needs and for meetings/events.
  • Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Schedule: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
  • Union Representation: This position is not represented.
Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work, remain available and responsive during scheduled work hours, and follow FBOD's Hybrid and Remote Guidelines including on-camera participation during virtual video meetings. King County has a robust collection of tools and resources to support working remotely.
