Process Control Supervisor (East Section)
- Summary
King County seeks a professional, results-oriented Wastewater Treatment Division (WTD) Process Control Supervisor (PCS) who is committed to the Division’s mission, vision, and values. The ideal candidate must be a strategic thinker with strong communication skills and demonstrated leadership as well as skill in team building and managing a diverse workforce.
The position reports to, and supports, WTD’s Process and Environmental Compliance Assistant Manager for the operational compliance to state and federal permits of treatment and conveyance systems across the Division. The position is responsible for supervising a multi-disciplinary section involved in evaluating, analyzing, and making decisions about the process control function for major wastewater treatment plants. As such, this position calls for knowledge of wastewater treatment, process control, and basic engineering.
The ideal candidate will be mission-driven and possess a positive attitude. The PCS will combine a collaborative approach and a gentle touch with a clear track record of getting things done. The essence of the PCS role is to identify and help execute opportunities for efficiency gains and systemwide process and environmental compliance improvements.
The ideal candidate will have a demonstrated ability to solve difficult problems with scientifically sound, practical and effective solutions. The PCS will need to read situations quickly, manage conflict, and identify common ground efficiently while building trust of peers through collaboration and managing towards consensus-based outcomes. The top candidate will excel at managing the creative process and bringing forward the creative ideas of others with a humility and grace that does not require taking credit or external affirmation. The incoming PCS will embrace this assortment of perspectives and expectations to ensure the operation functions as one unified system.
WHO IS ELIGIBLE: This position is open to all qualified candidates. First consideration will be given to Teamsters Local 117 (WTD - Supervisors) internal candidates.
WORK LOCATION: South Treatment Plant - 1200 Monster Rd SW, Renton, WA 98057. Final candidate will, at times, visit all three treatment plants (South Plant, Brightwater, and West Point) depending on business needs.
WORK SCHEDULE: Standard working hours are 40 hours per week. This position is exempt under the provisions of the Fair Labor Standards Act (FLSA), and is not overtime eligible.- Job Duties
- Evaluate plant performance and laboratory data and provide or approve major or unusual directives for process control adjustments.
- Collaborate and engage with plant operations and maintenance personnel (leaders through individual contributors) to identify and implement process improvements.
- Review and approve regulatory and technical reports.
- Oversee engineering, planning and design projects to improve and update processes.
- Provide overall vision for the process control function and motivate employees.
- Review, approve and oversee special research projects.
- Serve as scientific and technical consultant with internal and external customers.
- Negotiate regulatory permits and ensure compliance with laws and regulations.
- Approve purchasing, budgeting, design upgrades and major process control changes.
- Supervise assigned work teams and staff. Oversee employee development, performance management, discipline, and the hiring and selection process. Participate in the development and implementation of staff models and performance standards.
- Provide oversight of process and plant environmental compliance teams to ensure uniformity and consistent application of standard operating procedures, data collections, data management, technical process control and environmental standards, documentation, Best Maintenance Practices, training methods and programs, and cross-sectional applications.
- Manage regulatory compliance of wastewater conveyance, treatment, and reclaimed water facilities.

- Experience, Qualifications, Knowledge, Skills
- Demonstrated knowledge of wastewater processing theory and fundamentals.
- Demonstrated experience in increasing responsibility in an industrial, laboratory or operations and maintenance environment.
- Demonstrated personnel supervision and management experience.
- Demonstrated skills in negotiation and dispute resolution with internal and external groups, agencies, regulators, and others with diverse personalities and interests.
- Proven effectiveness in implementing continuous improvement initiatives across teams of individuals with different roles, orientations, and skill sets.
- Demonstrated skills in assessing circumstances to make decisions within and outside of established guidelines in a timely manner, sometimes under tight deadlines.
- Ability to communicate effectively to both technical and non-technical audiences.
- Demonstrated experience in budget development, fiscal management and controls, and strategic business planning and measures.
Desirable Qualifications- Bachelor of Science degree or higher in science, chemistry, engineering, environmental science, or a related field.
- Knowledge of current and possible future policies, practices, trends, technology, and information affecting the wastewater treatment industry.
Licensing/Certification Requirements- Wastewater Treatment Operator’s Group IV certificate (or the ability to obtain their Group IV certification within two years of hire).
- Some licenses, certifications and other requirements determined to be necessary to meet the business needs of the employing unit may be required.
- Washington State Driver’s License or the ability to provide timely or emergency transportation to work locations with limited or no public transportation.
