We’re seeking a Digital Payments Product Manager to continue moving County services from “in line to online.” Leveraging your eCommerce and digital payment expertise, your uncanny ability to align cross-functional partners on a shared vision and roadmap, and your knack for pinpointing real customer needs, you’ll have the opportunity to enhance the e-payment experience for 2.2 million King County residents.

The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is not eligible for overtime pay.Questions

- Define the product vision and roadmap for King County Digital Payments and align related sub-projects
- Provide internal consulting to senior management and elected officials related to business needs, solution options, technology alternatives, operational impacts, costs/benefits, and strategic planning for achieving stated product objectives
- Partner with Customer Success Managers to ensure that the product outcome reflects the goals of the client
- Review and consolidate all project plans within a product; consolidate and assess risks and impacts, costs, sequencing, and change management
- Provide overall ongoing direction for the technology development components, including product estimation, budget management, scope and delivery strategy definition, establishing milestones/schedules
- Lead project managers and business systems analysts to align project scope with product solutions
- Manage large and complex budgets and funding releases
- Develop new project/product standards, procedures, and action plans for continuous improvement
- Meet regularly with the project/product team to gather work statuses, discuss obstacles, provide advice, guidance, encouragement, and constructive feedback; establish individual and organizational objectives that align with business goals; and document and present performance assessments
- May manage 3 or more scrum teams
- Oversee Project Managers within product domain/program and provide feedback on performance reviews for Project and/or Product Managers
- Coach and mentor product team members
- Respond to a high level of reporting oversight as needed for compliance, security, and other regulatory requirements; monitors progress of all team members; and consults with highly visible and/or political stakeholders
- Perform other duties as assigned
- Experience, Qualifications, Knowledge, Skills
- 7+ years' experience in product or program management or technology working on consumer or enterprise solutions
- Experience with end-to-end product delivery and Scrum/Agile methodologies (e.g. SAFe)
- Experience overseeing roadmap strategy and definition
- A proven history of shipping products and measuring their success
- A knack for clearly articulating problems and focusing a team on measurable outcomes
- Demonstrated ability to innovate within or out of constraints
- Strong interpersonal skills. Experience working with and influencing stakeholders
- Experience with feature delivery and tradeoffs of a product
- Comfort understanding and discussing technology concepts and building consensus by translating between technical and non-technical audiences
- Strong organizational skills with demonstrated ability to manage multiple high-complexity efforts and competing priorities
- Experience working directly with Engineers on product enhancements.
- Experience evaluating trade-offs and leading exploration of new opportunities with technical team members
- Proven analytical and quantitative skills and an ability to use data and metrics to back up assumptions, develop business cases, and complete root cause analyses
- Experience building processes and release schedules, and employing effective risk management to large programs
- Proven ability to identify, analyze, and solve ambiguous problems independently with an extreme attention to detail
- Demonstrated ability to influence stakeholders successfully without formal authority and lead cross-functional teams across business units
Desirable Qualifications
- Direct experience leading Digital Payment or eCommerce product teams
- Scrum/Agile Certification
