Program and Project Support Services (Engineer III)
- Summary
The Program and Project Support Services group in the Strategic Business Operations Section (SBOS) of the Road Services Division (RSD) has an opportunity for an Engineer III. This position will support the Division in the areas of contracts administration, plans, specifications and estimates, constructability reviews, construction documentation, and project control. Standardized project and construction management policies, processes, and protocols will be applied to support project teams and Capital Improvement Program (CIP) projects to ensure compliance with King County policies, ordinances, guidelines, and procedures. - Job Duties
- Prepare and review specifications, special provisions, bid item lists and quantities, and engineer’s estimates for construction of CIP projects using WSDOT standards.
- Prepare, schedule, and monitor construction contract procurements, including development of complete bid package.
- Ensure contracts comply with best design and construction practices.
- Coordinate WSDOT Local Programs review of contract package for FHWA-funded projects, response to bidder questions, and bid evaluations.
- Prepare, maintain, and monitor architectural, engineering, and professional (AEP) contracts documentation for road, bridge and drainage capital improvement projects, including invoice review, and contract payment processing.
- Recommend changes to engineering plans and other technical documents to ensure compliance with governmental regulations.
- Review contract documents including change orders and amendments for compliance with policies, procedures, and department processes.
- Prepare and oversee correspondence to consultants, contractors, and public agencies.
- Oversee, perform, and/or support the final closeout of AEP contracts and consolidation of documentation.
- Participate in WSDOT and FHWA audits and documentation reviews, and King County internal review of capital improvement construction projects, by facilitating reviews and working relationships between auditors and project personnel.
- Coordinate with internal and external parties to ensure compliance with local, state, and federal regulations.
- Compile, research, assemble and manage project data using SharePoint, PRISM, Microsoft Excel, Word, Access, and Teams.
- Collaborate with project management, engineering, construction management and inspection services staff to ensure that capital improvement projects meet contract requirements, including UDBE, DBE, and SCS goals.
- Experience, Qualifications, Knowledge, Skills
- A minimum of 3 years of experience in developing Plans, Specifications, and Estimates (PS&E) for road, drainage or bridge projects utilizing APWA/WSDPT Standard Specifications for Road, Bridge, and Municipal Construction format.
- Skill in project management and contract administration techniques and principles including budget, schedule development, and monitoring.
- Knowledge of road, bridge, and drainage design, and construction techniques for capital improvement projects.
- Proactive approach to problem solving and a process improvement mindset.
- Ability to manage a high volume of diverse assignments and projects; can handle multiple competing priorities and maintain attention to detail.
- Meticulous grammar, technical editing and writing, presentation, and communication skills.
- Knowledge about how large organizations work, including how to get things done through formal and informal channels.
- Cultural awareness, comfortable having complex and challenging discussions about race and diversity in the workplace and be dedicated to building bridges.
- Ability to work affectively with the public, on a team, and with minimal supervision.

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The individual in this position will be meeting with community members and organizations and will be expected to engage in face-to-face interactions, as COVID-19 restrictions permit, throughout unincorporated King County.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions may be required, including the wearing of masks in some situations.
