King County Road Services Division has an excellent opportunity for you to be part of a dynamic team! We are currently seeking a Project/Program Manager IV for the Program and Project Support group in the Strategic Business Operations Section (SBOS) of the Department of Local Services. This position will support the Division in the areas of road right-of-way inventory, contracts administration, project control, project tracking, monitoring, and contract administration. Standardized project management policies, processes, and protocols will be applied to support project teams and CIP projects to ensure compliance with King County policies, ordinances, guidelines and procedures. - Job Duties
- Oversee and utilize database software and systems to prepare reports and information requests related to GASB 34, and road inventory.
- Oversee, prepare, maintain, and monitor, architectural, engineering and professional contracts documentation for capital improvement projects.
- Oversee and perform invoice review and contract payment processes according to division policies and procedures.
- Prepare and oversee correspondences to consultants, contractors, and public agencies.
- Perform and lead the final closeout of architectural, engineering and professional contracts and consolidation of documentation.
- Facilitate WSDOT and FHWA audits, and King County internal reviews of capital improvement construction projects.
- Oversee and prepare annual Title VI Reports for the Road Services Division.
- Serve as internal FHWA contract expert for Road Services Division projects.
- Lead the project team through internal and WSDOT documentation reviews.
- Coordinate with internal finance staff, other County staff, and state agencies to ensure compliance with local, state, and federal regulations, and participate in audits of County records performed by these Agencies.
- Compile and mange project data through the use of SharePoint, Microsoft Excel, Word, and Access.
- Collaborate with project management, engineering, construction management and/or inspection services staff to ensure that capital improvement projects meet UDBE, DBE, and SCS goals.
- Function as the backup to the construction documentation lead.
- Experience, Qualifications, Knowledge, Skills
- Four years of professional experience in performing capital program project management or project control functions by planning, developing, and implementing tools, techniques, and processes for tracking and reporting project performance.
- Experience in contract administration techniques and principles.
- Experience with negotiation and conflict resolution.
- Working knowledge of the APWA/WSDOT Standard Specifications for Road, Bridge, and Municipal Construction.
- Skill in project management techniques and principles to include budget, schedule development and monitoring.
- Knowledge of technical disciplines required for implementation of roadway, bridge and drainage projects.
- Knowledge of construction techniques for civil engineering capital improvement projects.
- Skill in responding to consultants, contractors and citizen inquiries and working with agencies and interest groups.
- Team building ability to lead and work in team environment.
- Knowledge of project documentation requirements and the ability to work with project team to maintain a complete project documentation file.
- Self-motivated, detail-oriented professional with document control experience that includes managing and updating status documentation and spreadsheets in latest versions of MS Excel, MS Sharepoint, and MSWord; Strong Adobe Acrobat skills, esp. merge and optimization.
- Skill in working with diverse individuals and difficult customers while maintaining effective relationships with co-workers, customers, and other County staff.
- Demonstrated ability to troubleshoot system problems and recommend corrective measures.
- Demonstrated ability to communicate effectively both orally and in writing.
- Demonstrated ability to contribute to a work environment that embraces and encourages diversity in its workforce and where differences are valued.

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The individual in this position will be meeting with community members and organizations and will be expected to engage in face-to-face interactions, as COVID-19 restrictions permit, throughout unincorporated King County.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions may be required, including the wearing of masks in some situations.
