Seattle & King County Public Health is seeking a strong leader and systems thinker who is committed to equity and serving marginalized populations, and who excels at supporting and managing people. This position will serve as a Health Services Administrator II, overseeing all Parent Child Health (PCH) programs in the Community Health Services (CHS) Division. The purpose of CHS is to strengthen King County’s safety net services and partnerships to deliver equitable and responsive health care for marginalized communities. CHS provides direct services through its Public Health Center system as well as assures access to quality services through community-based partnerships and regional programs. This position will lead a diverse team to incorporate strategies for anti-racist and equity driven services and system improvements. They will be in pivotal position to engage staff and others in advancing equity and social justice and Racism is a Public Health Crisis priorities and strategies within Parent Child Health.
This position will provide leadership, oversight, and strategic direction for the following programs within the Parent Child Health (PCH) section of CHS:- WIC – Women, Infants, and Children Supplemental Nutrition Program
- First Steps – Maternity Support Services/Infant Case Management
- Nurse Family Partnership
- Family Ways
- Children with Special Health Care Needs
- Public Health Nursing Services at DSHS Community Service Office Locations
- Infant Mortality Prevention Project
- Child Mortality Review and Prevention

In addition, this position will coordinate with internal and external partners as it relates to Parent Child Health, including Best Starts for Kids, Help Me Grow, Community Partners, local and state agencies, and others.
The successful candidate for this position will demonstrate experience, knowledge, and skill leading programs or projects in a complex environment, lead program planning, prioritization, quality assurance, and implementation efforts. They will assure the work within each of these programs is aligned with CHS's priorities, Guiding Principles and Racial Equity Plan, with particular focus on pregnant and parenting individuals, children, and families.

Oversight of programs
- Oversee, coordinate, and provide strategic direction and decision making for all Parent Child Health programs in CHS with racial equity and social justice at the forefront
- Responsible for program administration, planning, and implementation of Parent Child Health programs in collaboration with other Public Health Center programs, site management teams, other internal partners, Best Starts for Kids, Help Me Grow, Community Partners, local and state agencies, and other collaborators
- Partner with Program Manager and Community Partners to complete implementation of and support a new program called Family Ways
- PCH Redesign implementation, oversight, ongoing CQI, community engagement, etc.
- Collaborate with direct service managers, supervisors, and teams to identify priorities, implement program initiatives and changes, maintain program quality, and assess resource needs
- Coordinate and oversee assessment and evaluation to measure program effectiveness, identify gaps in service, and inform collaboration with internal and external partners
- Work in collaboration with the division’s finance unit and leadership to develop, monitor and forecast budget, revenues, and expenditures for a complex system of federal, state, and local funding sources. Evaluate fiscal sustainability of programs and strategize accordingly.
- Oversee routine assessment and evaluation to identify gaps in service and inform our system-wide collaboration work with Community, Help Me Grow, and Best Starts for Kids
- Gather, analyze and utilize data to track program demand and performance
Staff support and engagement:- Lead, mentor, and supervise program managers of Parent Child Health programs
- Apply change management, using strength-based approaches
- Develop opportunities for staff development and accountability in workplace culture and anti-racist work
Community engagement and partnerships:- Build and maintain relationships with key community partners and ensure routine, meaningful engagement with clients and communities
Leadership:- Consult with leadership, managers, and supervisors related to staffing and hiring
- Act as subject matter expert for Parent Child health as it relates to human resources, office of labor relations, and labor partners
- Primary contact for internal and external partners
- Oversee routine assessment and evaluation to identify gaps in service and inform our system-wide collaboration work with Community, Help Me Grow, and Best Starts for Kids
- Work with Assessment, Policy Development and Evaluation, CHS Data Team, program and community partners for data collection and evaluation

Demonstrated leading program planning, implementation, and evaluations - specifically in family child health programs and population health.- Knowledge of and experience with parent/maternal child health and community health as it relates to pregnancy, post-pregnancy, infancy, and early childhood
- Knowledge and experience working with public fiscal processes
- Knowledge of the health care safety net system, including community health centers, mental health providers and other health and human service providers, which provide services to low-income, uninsured, and underinsured populations
- Analytical and problem-solving skills, in particular the demonstrated ability to analyze and summarize data, as well as customer and stakeholder input for decision makers; experience using data to make program and system improvements and writing and sharing effective reporting tools
- Experience in creating and analyzing evaluation and outcome measures to inform decisions on program or system improvements to meet community needs and advance health equity

Work location: This position is based at the Chinook Building in downtown Seattle at 401 Fifth Avenue, Seattle, WA, 98104. Some travel to locations throughout King County may also be required.
The work associated with this position will be performed predominantly through teleworking with reporting to office location and to meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. Work schedule: This position is FLSA Exempt and is ineligible for overtime pay. The usual work week for this position 40 hours per week (weekdays, approximately 8:00 a.m. to 5:00 p.m.) Hours may vary based on business need, and may include some occasional early morning, evening, and weekend hours.
