We are seeking Project Control Supervisor to become part of a growing world class organization.  We are looking for enthusiastic, forward thinking, agile, detail oriented, and Collaborative Supervisor to add to our great team.
This position will supervise a diverse group of high functioning professionals in the Project Control and Contract Management Unit of the Wastewater Treatment Division.  The successful candidate for this position will work as part of a collaborative team with three other Project Control Supervisors in the development of staff that support the delivery of capital project for the Division in the areas of project controls, contract management, and workforce development.
Staff reporting to this position are responsible for the development, implementation and monitoring of plans, schedules, budgets, contracts, and administration of all phases of capital projects including construction. Staff will work primarily on the project control elements of planning, development, administration and cost accounting of construction, consultant and other miscellaneous service contracts.
The successful candidate in this position will develop and enforce existing policies and procedures to manage compliance, monitor and control and report the status of projects and contacts, monitor and review progress, analyze cost and schedule issues, and recommend action to resolve issues. This position will also be critical to recommending and establishing new principles, procedures, and standards.
This position includes full supervisory and associated staff administration duties including conducting performance appraisals, recruitment and hiring, discipline, staff performance improvement plans, and termination of assigned staff.

Telecommuting Requirement 
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, Monday through Friday.

Job Duties

  • Lead a diverse team of professionals as a direct supervisor. Develop, coach, and mentor assigned staff to ensure that needed technical and leadership skills meet current and emerging needs of the Wastewater Treatment Division (WTD).
  • Develop direct reports by actively seeking opportunities for cross-training, stretch assignments and special projects that interest and engage staff;
  • Be a role model for staff, demonstrating a healthy work life balance, pursuing regular professional development, and prioritizing work assignments to avoid significant after-hours effort;
  • Actively develop both formal and informal relationships within the division and with other agencies;
  • Be comfortable communicating with higher management, providing information and recommendations tailored to management decision making;
  • Develop tools to manage proactively through systems and standard work; engage in active problem solving; and seek opportunities for improving processes and procedures; 
  • Successfully navigate ambiguity in a changing organization while providing clear guidance to staff supporting the budget development and monitoring functions;
  • Develop training material and programs to on-board new and existing employees into the capital program.
  • Lead or participate in the development and implementation of County, Department and Division change management, special initiatives or business process improvements on as assigned. 
  • Lead and/or oversee the development and implementation various WTD capital program initiatives such as lessons learned, workforce development, college internship program, program management, and others as assigned.
  • Represent the WTD capital program in recruitment and networking efforts. 
  • Coordinate with county and division Project Control Officers and assist project teams as necessary during internal and external audits 
  • Participate and represent unit in response to federal, state and county audits as required
  • Coordinate with the finance, budget and administration functions at the division level on budget issues for design and construction phases of all capital projects. Participate in regular capital program budget development, cashflow and project reviews. Supervise staff participation and support to project teams on all budget process requirements.
  • Ensure staff maintain timely and accurate records within all financial and information management systems for projects and contracts as required for efficient and effective management of the capital program and project delivery.
  • Ensure staff maintain project schedules according to division scheduling standards and schedule review best practices for construction contracts.
  • Lead and coordinate the development and implementation of Division special initiatives. 
  • Participate and represent unit in response to federal, state and county audits as required.

Experience, Qualifications, Knowledge, Skills

Bachelor’s degree in project or construction management, finance, engineering or related field and previous experience in cost management/ project controls and/or project or construction management is required OR any combination of education and experience that clearly demonstrates the ability to perform the job duties of the classification

  • Seven years progressive experience providing project control functions on capital projects for a public agency.
  • A minimum of two years serving in a supervisory capacity.
  • Demonstrated ability to supervise assigned staff, including setting objectives, giving and receiving feedback, motivation, performance improvement and recommending disciplinary action.
  • Experience in and comprehensive understanding of principles, processes and challenges of managing capital project programs, including developing budgets, long range capital plans, analyses of cash flow, and monitoring work in progress and workload for a capital program 
  • Knowledge and skill in the principles and practices of successful supervision, employee coaching and performance management. 
  • Substantial experience managing teams and overseeing vendors and consultants in the delivery of capital projects.
  • Knowledge of construction project control techniques and principles. 
  • Demonstrated experience in contract administration on both construction and consultant design contracts.
  • Knowledge of advanced budgeting techniques and principles for projects and programs 
  • Demonstrated commitment to customer service 
  • Ability to provide an empowering leadership style and foster a productive and supportive work environment that attracts and retains quality employees, promotes teamwork, and challenges and develops employees.
  • Ability to supervise staff and multiple locations while still fostering a team environment and maintaining consistency in deliverables and work product. 
  • Experience defining data needs and analysis of programmatic data for business and process improvements.
  • Established ability to communicate effectively orally and in writing.
  • Thorough knowledge of relevant project management and construction best practices, laws, ordinances, codes, regulations, specifications and standards.

  • Valid Washington State Driver's License within 30 days of hire, or the ability to provide transportation to remote work locations with limited or no public transportation service
Physical Requirements: Ability to safely visit various construction sites and wastewater treatment facilities.
Work Environment: Work is performed in both a home office environment and in the field at wastewater treatment facilities of various types throughout King County.  These sites may not be served by public transit.
