Summary
The King County Parks Finance Section is seeking a Project Control Officer to support our robust Capital Improvement Program. The ideal candidate will demonstrate strong leadership experience and will have proven experience developing and implementing program management systems and processes for complex capital projects. This role is ideal for anyone who would enjoy diving deep into the many facets of project control functions which includes cost control measures, scheduling, estimating, risk management, change management, contracting, and planning and monitoring aspects of assigned projects and contracts.

Working Conditions:
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Job Duties
- Provide general oversight and in-depth analysis of procurement documents, consultant proposals, cost/price analysis, and negotiation of high value/high profile contracts including significant amendments and change orders.
- Conduct project risk assessment and risk analysis for potential and existing issues with project scope, terms, deliverables, and costs before a contract, amendment, or change order; coordinates with the project team to ensure that project risks are actively managed and mitigated; and facilitates the establishment of a risk and contingency management plan for assigned contracts/projects.
- Develop and assist with the implementation of systems, policies, procedures, and manuals that respond to new conditions and improve the effectiveness and efficiency of construction projects and contract administration.
- Ensure compliance with policies and procedures pertaining to construction and consulting contracts, including monitoring rises in consultant rates and errors in cost estimates to minimize costs.
- Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to area of assignment; incorporate new developments as appropriate.
- Champions and models King County's core values and demonstrates values-based behaviors in everyday interactions across the agency including contributing to a culture of diversity, equity, and inclusion in alignment with King County's equity and social justice initiatives.
Required Qualifications:
- Demonstrated, progressive experience providing project control functions and reporting on capital projects for a public agency.
- Experience in managing high value/high profile construction and project management contracts, including consulting contracts.
- Experience in and comprehensive understanding of project control principles and practices of managing capital project programs, scheduling, risk management, value engineering, contract administration, public procurement processes, cost estimating, long range capital plans, analyses of cash flow, monitoring work in progress and workload for a capital program, and document control.
- Utilizing contract management and financial system software and computer systems including relational database systems, scheduling systems, computer estimating systems, and budget control monitoring systems.
- Using technical concepts and general project management tools and techniques to effectively coordinate project control activities and functions and solve complex problems in creative and effective ways.
- Reviewing and evaluating change compared to contract terms.
- Preparing clear and concise analytical, administrative, and financial reports.
- Collaborates - Building partnerships and working collaboratively with others to meet shared objectives.
- Drives Results - Consistently achieving results, even under tough circumstances.
- Resourcefulness - Securing and deploying resources effectively and efficiently.
- Plans and Aligns - Planning and prioritizing work to meet commitments aligned with organizational goals.

- Manages Conflict - Handling conflict situations effectively, with a minimum of noise.
- Five years of progressive experience providing project control functions and reporting on capital projects for a public agency.
- Advanced knowledge of the content and application of Project Management Institute practices and/or AACE International, the Association for the Advancement of Cost Engineering and Total Cost Management.
- Knowledge of King County procurement, project management, grant rules, and Capital Project Management Work Group (CPMWG) standards.
- Experience in developing project management manuals.
Working Conditions:
- Work Location: This position is primarily teleworking and the King Street Center, 201 S. Jackson St., Seattle WA 98104.
- Work Hours: This full-time position works a 40-hour work week.
- FLSA Status: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
- Union Representation: This position is not represented by a union.
