Project Delivery Office/Project Program Manager III
- Summary
We are seeking a Project Program Manager III to become part of King County’s growing world class organization. We are looking for an enthusiastic, forward thinking, agile, detail oriented, and collaborative individual to join the Project Delivery Office (PDO) for the Roads Division Engineering Section Capital Program.
The PDO’s mission is to support the delivery of the Capital Improvement Program (CIP) portfolio within scope, schedule and budget while fostering a culture that engages people and celebrates success. The successful candidate for this position will play a key role within the team to meet the objectives of the PDO office which include:
- Provide regular, data-driven monitoring and reporting for Road's capital portfolio
- Increase communication between work units and support collaboration within project support groups
- Develop and transform standard processes to promote efficiency using lean management strategies
- Incorporate equity by providing inclusive support across the section
- Job Duties
- Monitor, update and report on the Capital Program portfolio progress and performance as it relates to delivering projects and programs within scope, schedule and budget, under the direct supervision of the PPM IV.
- Track and communicate project and program schedule risks, along with progress on critical path items to leadership, as requested.
- Support project planning, coordinating, scope management, budget management, schedule management, monitoring/control, compliance and reporting on various projects and programs within the Roads Capital Program portfolio.
- Work across units and sections to maintain and increase communication and collaboration necessary for the successful delivery of the Capital Program.
- Initiate and collaborate on development and implementation of standard work and process improvements, incorporating principles of Lean and other strategic planning tools.
- Develop and establish project and program-level performance metrics that are in line with goals and strategies set by Department of Executive Services and the Office of Performance of Strategy and Budget.
- Implement in person and virtual techniques to facilitate and engage interdisciplinary group meetings across units and sections.
- Coordinate and support the continued development and sustainability of the Roads Engineering Internship Program. Assist in the mentoring of the Project Delivery Office intern.
- Perform other duties as assigned that support the mission and objectives of the Project Delivery Office.
- Experience, Qualifications, Knowledge, Skills
- Ability to apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
- 3 years of experience working in project and performance management with knowledge of and experience with capital program delivery OR any equivalent combination of relevant experience and education.
- Experience analyzing data and presenting results for capital projects in concise reports and memos that include charts, text, dashboards and other elements that engage readers and "tell the story" to a wide variety of audiences.
- Experience using a variety of technologies including Microsoft Office Products, SharePoint, and other internet-based tools in their daily work.
- Experience with data visualization tools such as Power BI, Looker or similar products.
- Experience with and knowledge of project management principles.
- A genuine collaborative and consultative style in their approach to their work, understanding the importance of supporting and building effective relationships with team members and colleagues across the department, King County, and external key partners.
- Strong analytical skills and attention to detail. Ability to prioritize assignments and manage rapidly changing priorities. Must be able to work on several projects simultaneously.
- Ability to work in a changing culture within an emerging LEAN organization focused on continuous improvement.
- Strong presentation skills, including preparing and delivering presentations for a diverse range of internal and external colleagues.
- Ability to work effectively with a diverse group of individuals from a variety of different positions, cultures, and backgrounds.
- Ability to exhibit calm professionalism, discretion and good humor in the face of tackling emergent issues with potentially sensitive information and shifting priorities.

TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The individual in this position will be meeting with community members and organizations and will be expected to engage in face-to-face interactions, as COVID-19 restrictions permit, throughout unincorporated King County.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions may be required, including the wearing of masks in some situations.
