Project Program Manager I
- Summary
King County is among the leaders in response to out-of-hospital cardiac arrest with survival being a key measure in determining overall performance of an emergency medical services (EMS) system. The Project / Program Manager I (PPM I) supports the Division of EMS by conducting reviews of manual and automated external defibrillator recordings for critical medical incidents as directed by the Division of EMS Medical Program Director.
The primary responsibility of the PPM I is to maintain the Case Review Program. This program provides timely feedback to EMS personnel involved in responding to critical incidents. Each review gathers information collected from the incident, including 9-1-1 telecommunicator calls, electrocardiogram (ECG) tracings from public access and law enforcement automated external defibrillators, and from EMS defibrillators. Annotation of processes of care and measurements analyzed to identify key performance metrics are published to an EMS learning management system. This position will also support the King County Cardiac Arrest Surveillance System by reviewing and abstracting data from defibrillator devices and patient care reports.
Candidates are not required to have program-specific experience upon entry into this position. We are looking for highly motivated candidates that will apply critical thinking skills to make decisions independently, while completing complex routine work with high attention to detail. This position reports directly to the Data Retrieval, Evaluation, Assurance, and Management (DREAM) team supervisor (PPM III) of the Regional Quality Improvement Section of the Division of EMS. This position may interact with King County medical program directors and other internal/external partners.
About the EMS Division
The EMS Division provides the core regional services that are essential to providing the highest quality out-of-hospital emergency care available. These services ensure that hospital patient care is delivered at the same standards across the region, regional policies and practices that reflect the diversity of needs are maintained, and local area service delivery is balanced with centralized interests. In addition to Medic One, EMS regional services consist of medical direction, effective research, and quality assurance, along with community programs, strategic planning, and management of the regional EMS levy fund.

- Gathers data and prepares information for internal and external review.
- Annotates defibrillator files with processes of care.
- Listens to and records available 9-1-1 dispatch audio and defibrillator files.
- Compiles recordings to create a video of the cardiac arrest event from initial EMS system access to end of pre-hospital patient care.
- Annotates videos with quality improvement feedback metrics.
- Publishes videos to the Division of EMS online learning management system.
- Develops and maintains program documentation and training materials to be used by internal and external partners.
- Collaborates with diverse teams (e.g., project/program managers, information technologists, researchers, medical directors, and other healthcare providers) to complete programmatic objectives.
- Coordinates with King County Information Technology department to ensure successful transmission of defibrillators data from King County fire department and paramedic agencies.
- Abstracts and enters data into the cardiac arrest surveillance system using county data dictionaries.
- Performs other duties and tasks as assigned.

- Demonstrated understanding of Health Insurance Portability and Accountability Act (HIPAA) and the Privacy Rule in protecting private health information.
- Demonstrated ability in adapting to changes with technology, resources, and personnel.
- Experience preparing detailed deliverables within defined time periods.
- Demonstrated skill applying critical thinking to make independent decisions.
- Experience serving as a program lead or subject matter expert within a larger team structure.
