Summary

The Communities of Opportunity (COO) unit within Public Health Seattle & King County is seeking to hire a  Project/Program Manager II to join our team!

The Project/Program Manager II (PPM II) position will work collaboratively with COO staff and community partners to expand our portfolio of visual and narrative content. The candidate selected for this position will be an outstanding writer, editor, and storyteller with experience using innovative and established tools. They will gather and analyze program information to develop creative and strategic communications that support and highlight community-level and initiative-wide work. This position will work with established Communications and Evaluation Teams within Public Health and King County to contribute to formal reports highlighting the work and learnings of the Initiative.

This PPM II will identify strategic opportunities to share the work of the Initiative to influence institutional policy and system change. In addition, the PPM II will work directly with community organizations and grass-roots coalitions, building on the community's strengths and assets. The PPM II will draw on experience bringing people together to convene sessions with stakeholders to share and hear lessons learned across the initiative. The PPM II will provide technical assistance, manage grant agreements, and services contracts related to skills and capacity building, strategic communications, and storytelling projects.
 
The PPM II will join a dynamic, multi-disciplinary team that includes COO co-founding partners at King County's Department of Public Health and the Seattle Foundation. This is a full-time, Career Service position that is funded through the voter approved Best Starts for Kids levy and reports to the COO Director. The position would start no sooner than November 14, 2022.

Communities of Opportunity (COO) is a community initiative that was launched through a partnership between King County and the Seattle Foundation in 2014. Through community
partnerships, COO is creating greater racial, economic, health and social equity that enables all people in King County to thrive and prosper. We convene and fund community-led solutions at the intersection of housing, health, economic opportunity, and community connection. COO seeks to build, support and accelerate momentum through collaborative projects, policy & system change efforts, and learning activities to improve population health and well-being in parts of the county where the greatest health and well-being disparities exist.
 
Communities of Opportunity receives funding from Best Starts for Kids. Best Starts for Kids (Best Starts) is King County’s community-driven initiative to support every baby born and child raised in King County to be happy, healthy, safe, and thriving. Initially approved by voters in 2015 and in place since 2016, Best Starts invests in comprehensive supports for children, youth, young adults, and families and caregivers, catalyzing strong starts in early childhood, and sustaining those gains as children progress to adulthood. Best Starts was renewed by voters in August 2021. Implementation of Best Starts is guided by the BSK Implementation Plan, approved by the King County Council in November 2021 for Levy 2022-27.

Work Schedule: 

Initial Schedule may be Monday – Friday | 40 hours weekly | Schedule may be subject to change for organizational needs.

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
   
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.  

Job Duties

Program/Project Communications: 
Research, plan, write and edit various documents in
draft and final form, including reports, newsletters, correspondence, op-ed articles, news
releases, fact sheets, education materials, and website content. Develop messaging and
communication tools for key issues or to frame COO strategies. Produce marketing
materials and outreach tools and materials, including on-line content. Contribute to evaluation planning, activities and products.
 
Communications planning: 
Collaborate with staff in the formulation of communication
plans and strategies to translate data into stories.
 
Technical Assistance
Develop and sustain relationships with community-based nonprofit and grass-root coalition partnerships on behalf of COO/King County. Provide technical assistance and resources to community partners, as appropriate. In collaboration with Learning Community lead and COO staff team, plan and convene sessions with partners to learn about community conditions, challenges, and successful projects/models. Support learning, innovation, and evaluation activities and cohorts.
 
Maintain an understanding of best practices and promising approaches to racial
equity, social determinants of health, community-economic development, and/or public
health. Evaluate and share information relevant to COO result areas of community connections, economic opportunity, promoting health, and safe & affordable housing.
 
Contract Management: 
Manage service agreements and contracts with community
agencies including developing scopes of work and ensuring grantee produces identified
deliverables.

Experience, Qualifications, Knowledge, Skills

Subject matter expertise in one or more of these practice and policy areas: housing,
economic development, social determinants of health and/or public health. The equivalent
of four years of experience or advanced training/education in planning, public
administration, social work/human services, public health, community development or
a closely related field.
 
Experience with community-based initiatives
Experience with community-driven planning, implementation, and participatory evaluation of projects, programs and services. Experience in policy development and implementation.
 
Skilled in synthesizing and communicating technical information in writing,
orally, and visually to a variety of audiences
Excellent oral and written communication skills. Skills in writing and editing information in a clear and concise manner. Demonstrated experience with research, production of written reports and/or communication products. Skilled in producing reports, fact sheets and education materials with high proficiency using Microsoft Office Suite products, social media, and web-based tools.
 
Interpersonal Skills
Demonstrated ability and commitment to working collaboratively in a team environment with a variety of multi-disciplinary partners. Ability to build and maintain effective working relationships with diverse stakeholders. Ability to act in a tactful and diplomatic manner with strong listening skills with diverse groups.
 
Community engagement: 
Experience working with diverse ethnic-minority and low-income communities.
 
Commitment to equity and social justice and ability to use an equity lens.
 

Desired Qualifications:
 
Graphic or Visual design skills are a plus: Ability to use graphics, photography, and
videography to effectively engage audiences in content. Able to develop graphics to share
data and stories using a variety of graphics software. Create infographics, brochures and
other materials in collaboration with subject matter experts.
 
Experience working with and in COO priority communities; communities that have historically and currently are facing economic and racial inequalities, including cultural, geographic and identity-based communities. 
 
Personal or professional experience in social movements, organizing and/or coalition building.
