Summary

The Recycling and Environmental Services Section (RES) of the Solid Waste Division (SWD) of King County is recruiting a for Project/Program Manager II to support its Construction and Demolition (C&D) and Green Building (GreenTools) programs.  The successful candidate will provide a wide range of support to move the County towards Zero Waste of Resources and a sustainable built environment integrating equity and social justice opportunities.

Responsibilities of this position include assisting in the grants program, tracking, analyzing data, supporting outreach and education, implementing policy, analysis, research, planning and contract management, ensure compliance with designated facility agreements (DFA). A key focus for this position will be to further develop and implement grants for expanding markets for C&D materials. We are looking for a person who has a passion for tracking financial performance and recycling trends, and the desire and ability to implement climate-related policies and incorporate racial equity to achieve measurable outcomes that benefit all SWD ratepayers. In addition, the successful candidate may also provide technical assistance to the Green Building Team and King County capital projects to ensure C&D diversion requirements are met.

In addition to filling the existing vacancy, we will use this recruitment to create and maintain a list to fill similar career service PPM II opportunities that may become available in the next 12 months in SWD.

What You Will Be Doing:

  • Maintain compliance with the DFAs and ensure proper invoicing, insurance requirements, facility reporting and revenue data management.
  • Assist in the development of the grants program; research the latest in C&D materials recycling and work toward expanding current recycling markets.
  • Manage updates to the content of C&D and green building webpages.
  • Develop, build, and maintain strong relationships with stakeholders in the C&D and green building community.
  • Make written and oral presentations for a variety of audiences. 
You Should Have:
  • Strong project management skills with the ability to manage multiple projects, accomplish program goals and meet deadlines with high attention to detail.
  • Demonstrated commitment to delivering an anti-racist, inclusive and equitable approach that lifts frontline communities through targeted universalism.
  • Experience in sustainability, market development, public policy, environmental management or a closely related field and two years of experience in programs that involve C&D management, green building, market development, waste management and/or recycling or an equivalent combination of education and experience that demonstrates the skills necessary to perform the primary job duties.
  • Experience in building partnerships with frontline communities and implementing projects driven by BIPOC community representatives.
  • Experience in contract management and procurement processes.
  • Ability to build and maintain positive working relationships and partnerships with a variety of partners, stakeholders, and interest groups, including, but not limited to various county and/or state agencies, organizations, and associations.
  • Demonstrated skills in managing data using Excel or similar spreadsheet applications.
  • Demonstrated skills in written and oral communications and making presentations.
A Successful Candidate Will Also Have:
  • Demonstrated experience working with public policy, administering contracts and/or grants, city outreach and interagency coordination, capital projects, market development, government systems, and multiple stakeholders.
  • Demonstrated skills in working with underrepresented communities and different languages, and implementing pro-equity institutional change.
  • Demonstrated experience in working with complex projects with skills in managing data using Excel or similar databases.

Work Schedule: This position works 8 hours per day, M-F, 8:00am to 5:00pm. It is over-time eligible.

About the Solid Waste Division: A division within King County's Department of Natural Resources & Parks, the award-winning and innovative Solid Waste Division (SWD) has been recognized for operational excellence. The division's line of business is comprised of waste prevention, resource recovery, and waste disposal. This robust and dynamic enterprise-funded division has an annual budget exceeding $100 million. More than 400 employees create value for customers across ten active locations (eight recycling and transfer facilities). Resources are harvested on-site and refuse is transported by SWD to the Cedar Hills Regional Landfill in Maple Valley, Washington. Through a public/private partnership, landfill gas is captured and converted to clean natural gas. On average, SWD and the partnership produce enough pipeline-quality fuel to heat 19,000 homes in King County.

Telecommuting Requirement: The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  
 
Employees will be provided with a County-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
