Summary
The Permitting team in the Wastewater Treatment Division is seeking three Project Program Manager II individuals. This is fabulous opportunity to join a highly functional team that strives to delight the customer in a remote working environment by delivering sound guidance and regulatory approvals for our capital project teams. These positions have a strong focus on the customer, work life balance, and coming to work to engage teams in providing essential public projects for our community.
Work includes participation in fast paced programs or project development at initial stages, identifying WTD needs based on limited information, and ensuring regulatory compliance on all phases of project evolution, from initiation and planning to implementation and including project close out. The position requires work to be performed remotely with some field time and/or in-person meetings. You will be managing multiple assignments on small and large capital projects and programs. You will also be responsible for managing consultant deliverables to ensure a high standard of quality and timeliness. The positions require you to successfully collaborate with diverse project teams and regulatory agencies. The role includes helping mentor new staff within the Unit and being open to continuous improvement and being curious about understanding different project delivery methods that may be utilized on capital projects.
Who is Eligible - This position is open to career service King County employees who have passed their initial probation only.
Working Conditions
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.
Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104 with occasional travel to other worksites as needed.
Work Schedule: This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, Monday through Friday.

Job Duties
- Research and apply regulatory codes related to permit applications.
- Participate as a team member, which may include some guiding of consultants on capital projects, developing strategies for all aspects of less complex permitting and communicating permit and deliverable status to project managers.
- Serve as the subject matter expert for permitting and/or real estate needed on small capital projects
- Ability to identify strategies to ensure successful and timely environmental review and permitting activities.
- Must possess excellent oral and written communication skills and be a clear communicator with demonstrated ability to work collaboratively with a variety of staff at different levels.
- Experience managing the work of consultants and consultant deliverables.
- Be exceptionally dependable in accomplishing work assignments with minimal assistance required and a demonstrated ability to meet deadlines.
