Public Health Seattle & King County's Ryan White Part A Program is looking to hire a career service Clinical Quality Management (CQM) Program Manager to join their team.
The Ryan White Part A (RWPA) Clinical Quality Management (CQM) Program Manager is the lead staff responsible for ensuring the Seattle Transitional Grant Area (TGA), which encompasses King, Snohomish and Island Counties, is in compliance with all CQM legislative requirements related to funding received from the Health Resources and Services Administration (HRSA).
This position is responsible for developing, implementing and overseeing the Clinical Quality Management program for the Seattle Transitional Grant Area (TGA), as well as contract monitoring. The CQM Manager writes and monitors the annual QM plan and collaborates with funded sub-recipient agencies and Part A consumers to assess and improve the quality of HIV medical care and support services provided across the TGA. The manager also provides training, technical assistance and monitoring to ensure funded programs engage in contractually-required quality assurance, quality improvement, consumer involvement, and client satisfaction activities. The CQM Program Manager collaborates with the HIV/AIDS Planning Council to identify and address gaps in access to quality care and participates in statewide quality management activities. This position is also the TGA lead working with Washington State Department of Health (DOH) on the Provide Enterprise client-level data system, and for training and providing technical assistance to sub-recipient agencies in use of the database. Finally, the CQM Program Manager is responsible for developing and monitoring contracts for sub-recipient RWPA-funded agencies including site visits and technical assistance

- Manage the CQM program for the Seattle TGA which includes developing the annual CQM plan, facilitating the quarterly CQM Advisory Committee (CQMAC) meetings, and completing the annual CQM report which includes program outcomes.
- Collect, analyze and report on indicators of quality care provided to Ryan White Part A clients.
- Train providers and consumers in quality improvement methodology, provide assistance to funded agencies as they develop and implement quality improvement programs, and monitor program implementation and outcomes.
- Develop and submit annual Ryan White Services Report (RSR), including working with funded agencies to complete their portions of the report
- Write the CQM portion of the Ryan White part A grant application and annual report to HRSA.
- Work with DOH and sub-recipients on the Provide Enterprise centralized eligibility database. Assist in database design, coordinate provider training and analyze client and program information for reports.
- Develop and monitor contracts including contract negotiation, final revisions, entry into the contracting system (Agiloft), and ongoing program monitoring. Provide preliminary invoice review needed to pay submitted invoices for those agencies.
- Participate in bi-annual Request for Applications (RFA) process for Ryan White Part A funds. Includes completing application technical reviews and funding allocation panel facilitation.
- Participate in federal and state site visits as needed.
- Attend Planning Council meetings including quarterly HIV AIDS Housing and Services Stakeholders Meetings and monthly TGA Planning Council meetings.
- Experience, Qualifications, Knowledge, Skills
- At least two years of experience with Clinical Quality Management activities including knowledge of quality improvement principles, developing measures, and collecting and analyzing data.
- Demonstrated project management skills and experience with community planning processes.
- Experience designing, implementing, administering and evaluating data-driven programs.
- Ability to create, manage, and analyze databases. Knowledge of statistical software (e.g. SPSS, SAS, SQL) preferred but not required.
- Experience in developing and conducting trainings and providing technical assistance to agencies, community partners, and consumers.
- Ability to establish and maintain effective relationships with people and organizations of diverse backgrounds.
- Excellent written and verbal communications skills.
- Ability to work effectively as a member of a team.
- Knowledge of HIV and other communicable diseases.
- Washington State Driver's license preferred.

WORK SCHEDULE: This position has a regular schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. At Seattle/King County Public Health we strive to be accessible to those we serve. This position may require flexibility to accommodate different work schedules and work locations.
WORK LOCATION: This position will primarily work at the Chinook Building located in downtown Seattle. As needed, the position may be deployed to other Public Health Centers and sites throughout King County.
