Summary
Public Health - Seattle & King County is seeking to fill a Term-Limited Temporary/Special Duty Assignment Project/Program Manager II (PPM II) position to support the Communicable Disease Epidemiology and Immunization Section (CD-Imms) through December 2023.
The position is responsible for supporting the Section's efforts to develop and oversee the implementation of a strategic, sustainable, and equitable workforce capacity-building plan. The position will help the Section develop employee work plans, surge response plans and protocols, and documentation that helps improve role clarity; will support the Section's organizational change management goals; and help with recruitments to ensure that the Section has a diverse, highly skilled, and engaged workforce to respond to communicable disease threats. The position will also support the Section in promoting employee well-being and job satisfaction. The position will report to a Health Services Administrator I and will work collaboratively with the Section's Leadership Team, individual team leads, and branch managers.

The work associated with this position will be performed predominantly through teleworking with reporting to office location and to meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. Job Duties
- Create and evaluate surveys and other assessments related to workforce needs
- Keep workforce planning and recruitment efforts organized and up to date (including updating organizational charts in Visio)
- Assist with the development of policies, programs, and outreach efforts that focus on diverse hiring, mentoring, and workforce equity
- Help the Section develop surge response plans, including collaborating with internal (e.g., within the Prevention Division, Public Health Department, or other King County Departments) and external partners (e.g., University of Washington School of Public Health, School of Nursing, the Washington State Department of Health)
- Support role clarity by working with individual team leads to develop individual employee work plans
- Help the Section with recruitments by supporting hiring managers with keeping tasks organized and helping to ensure that key deadlines are met
- Support the Section in efforts to build an academic-practice partnership that invests in the development of the future public health workforce (e.g., practicums and student projects as well as teaching opportunities for staff) and leverages academic expertise to achieve strategic priorities
- Facilitate collaboration toward the organization's change management goal outcomes by tracking work, preparing communications, facilitating meetings, and coordinating among stakeholders
- Coordinate and track implementation of defined organizational change goals and other employee engagement efforts
- Manage Teams sites to support work collaboration and tracking/monitoring of projects
- Prepare and facilitate report-outs and communications to leadership and staff regarding updates and progress toward organizational development goals as they relate to workforce and employee engagement
- Promote employee well-being and resiliency by supporting the development and analysis of surveys or other assessments; creating focus groups and listening sessions to address staff needs and concerns; implementing staff recognition initiatives; analyzing information gathered through employee exit surveys; supporting employee engagement initiatives; and helping to develop workplace policies and programs that support staff emotional and physical well-being, and address burnout, work-life balance, and job satisfaction
- Help the Section manage staff scheduling (e.g., employee on-call)
EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
- Knowledge of project management principles (e.g., monitoring project progress, keeping track of deliverables, coordinating with stakeholders and participants to ensure timelines are met, responding to inquiries, developing recommendations, producing reports on project status, and reporting on project results)
- Experience developing surveys and gathering data
- Experience extracting data from surveys and producing high-level analysis of survey results, including in text/narrative, visual/graphical representation, and verbal formats
- Experience promoting employee well-being
- Strong organization skills and attention to detail
- Demonstrated ability to create, compose, and edit written materials
- Demonstrated experience maintaining and updating program materials
- Demonstrated communication skills that are culturally appropriate, respectful, and non-judgmental

- Demonstrated proficiency using Microsoft Outlook, Word, Excel, and PowerPoint to generate professional-looking program materials, reports, and presentations and to coordinate schedules and events
- Demonstrated proficiency using cloud-based applications such as Microsoft 365 including SharePoint, OneNote, and Teams, including creating and managing content
- Experience working in a local or state public health practice setting
- Background in public health, health education, nursing, health services, or related fields
- Experience with change management processes
- Experience creating surveys and reports in REDCap
- Experience with organizational chart tools such as Visio
