Public Health – Seattle & King County is seeking to fill a Project/Program Manager III (PPM III) position to support the Analytics & Informatics team. This position is part of the Communicable Disease Epidemiology and Immunization Section (CD-Imms). The PPM III will support general communicable diseases (e.g., vaccine-preventable diseases, enterics, foodborne illness, zoonotics, hepatitis), COVID-19, and immunizations.
The PPM III will work as a subject matter expert (SME) and will supervise staff, including Disease Research Intervention Specialists (DRIS). The PPM III is responsible for ensuring the timeliness and quality of data collection efforts; coordinating data quality assurance; developing and updating protocols; training and development of staff; and administrative duties as assigned. The position works collaboratively with the CD-Imms Program Directors, Program Managers, Epidemiologists, Disease Research and Intervention Specialists, and Administrative staff.

- Job Duties
- Serve as a subject matter expert in data collection, data entry, and data management, data quality assurance; provide technical supervision for staff assigned to these scopes of work.
- Provide direction and supervision for staff; involves hiring, mentoring, identifying training needs and executing training plans, supporting prioritization of work, providing feedback and coaching for staff to ensure quality of work, supporting professional well-being and development, and recommending effective discipline if needed.
- Work with a team of program managers and disease investigators to support disease control activities, including case and outbreak investigations, case management, and emergency response activities by designing systems and tools that facilitate data collection, data quality, and data analysis.
- Provide oversight for data quality assurance, including data entry, data cleaning, and development of data quality reports.
- Leverage relationships with internal and external partners to coordinate the exchange of data, design databases, develop surveys, and implement novel data collection strategies.
- Engage and seek input from partners to coordinate collection of data in a way that enables the Section to identify and address health disparities.
- Develop and maintain protocols, training tools, and other tools and resources (e.g., frequently asked questions, data entry and data management guidelines).
- Work with a team of database developers and epidemiologists to design and test improvements to databases/systems.
- Ensure timely and appropriate internal notifications and communications related to disease investigations and outbreak-related activities.
- Promote good communication among team members to ensure efficient and effective teamwork.
- Lead/facilitate team meetings
- Facilitate and manage data use agreements, contracts, and grants.

- Experience, Qualifications, Knowledge, Skills
- Master's degree in epidemiology, informatics, or related field OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work
- Project management skills, including planning and organizational skills
- Skill in establishing and maintaining effective working relationships with others, including working effectively as a team member to coordinate accomplishment of tasks
- Demonstrated ability to lead or coordinate bodies of work
- Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy, systems and environment-based inequities on marginalized communities and populations
- Experience conducting communicable disease surveillance
- Experience in a supervisory role
- Experience designing complex data collection tools in REDCap
- Experience coordinating data collection strategies
- Experience monitoring data quality
- Experience developing training materials and protocols
- Experience facilitating data exchange with internal and external partners
- Strong written, oral, and interpersonal communication skills
- Demonstrated ability to conduct projects within timelines

Desired Skills- Demonstrated skills and comprehension in communicable disease epidemiology, clinical characteristics, prevention, investigations, disease control, and pandemic preparedness and response highly desirable.
- Experience using and interpreting data to guide communicable disease investigations
- Experience in a local or state public health practice setting.
- Familiarity developing novel data collection tools (e.g., text-based messaging)
- Experience conducting record linkage across data sets (e.g., using tools like Link King)
- Experience in leadership and oversight of teams.
- Knowledge of county hiring and contracting procedures highly desirable.
- Demonstrated skill in grant writing and managing grants and contracts.

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime pay. Work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. Alternative work schedules may be considered. Occasional evening work may be required to attend meetings or events. At Seattle/King County Public Health we strive to be accessible to those we serve. This position may require flexibility to accommodate different work schedules and work locations.
Work Location:The home base for this position is Chinook Building located in Downtown Seattle, Chinook Building, 401 5th Ave., Suite 1300, Seattle. This position will predominantly telecommute.
Telecommuting
Some of the work associated with this position will be performed predominantly through teleworking with reporting to office location and to meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
