Project/Program Manager III - CD Investigation & Response Lead

The Communicable Disease Epidemiology & Immunization Section (CD-Imms) is hiring multiple (up to six) PPM III Investigation and Response Lead/SME roles. These Program Lead/SME roles will work in Project /Program Manager (PPM) III positions primarily for COVID-19 Investigation and response for the CD-Imms Section but will also back-up and support other CD-Imms investigations the Section investigates and responds to. These PPM III roles are SDA/TLT positions that are responsible for a broad range of activities including ensuring the timeliness and quality of communicable disease investigation and response activities, development and updating of protocols, training, development and supervision of investigation staff, internal and external communications, identification of funding opportunities and grant oversight, and administrative duties as assigned. The focus areas for these PPM III Lead/SME roles are oversight of surveillance, case and outbreak investigations, infection control and other response and prevention activities, and grant activities related to a broad range of settings including community settings (businesses, schools, childcare programs, youth sporting events, correctional facilities, shelters, social events) and healthcare settings (long term care facilities, acute care facilities including hospitals, outpatient clinics, dialysis facilities, home health and dental clinics).
These PPM III supervise multidisciplinary staff. These positions report to the managers for the COVID-19 investigation and response teams [Public Health Services Supervisor (PHSS) and Project/Program Manager IV (PPM IV)] and work collaboratively with the Section’s other Program Leads, Program Managers, Medical Epidemiologists, Analytics and Informatics Team, Immunization Team, and Administration Team. These PPM III positions will also provide oversight and back-up coverage to other Team Lead staff on other communicable disease investigation and response activities as needed and they participate in after-hours call coverage (approximately 6 to 8 weeks per year).- Job Duties
- Provide oversight to investigators who support community ( e.g. businesses, schools, childcare programs, youth sporting events, correctional facilities, shelters, social events) and healthcare settings (e.g.. long term care facilities, acute care facilities/hospitals, outpatient clinics, dialysis facilities, home health and dental clinics) with direct assistance for communicable disease prevention, case and outbreak investigation, testing, and infection control guidance and activities.
- Supervise disease investigators, including Public Health Nurses (PHN) and Disease Research and Intervention Specialists (DRIS); the supervision involves hiring, supervising and developing training expectations, managing individual staff performance including mentoring, conducting performance reviews and recommending effective discipline or termination if indicated.
- In collaboration with other CD-Imms Section members, communicate pertinent information and data to Public Health leadership, colleagues, health care providers, and the public, when indicated.
- Develop talking points for media briefings as well as work with the Communications Team to respond to media inquiries around investigations.
- Assist with responding to requests for information on case and outbreak investigations (e.g., Public Records Act/PRA, Freedom of Information Act/FOIA)
- Represent Public Health with internal and external partners, including community stakeholders, and state and federal agencies.
- Coordinate with Public Health testing team on prioritization and deployment for COVID-19 testing support.
- Develop, inform, and distribute COVID-19 guidance documents for community and healthcare settings in collaboration with Program Leads, Public Health leadership, Washington State Department of Health (DOH), Centers for Disease Control and Prevention (CDC), and other partners.
- Develop and maintain communicable disease (including COVID-19) investigation protocols and other tools and resources (e.g. scripts, frequently asked questions, intake forms).
- Develop strategies and tools to structurally embed race and social justice policies and practices in the COVID-19 response.
- Provide input to Public Health leadership, DOH, and Northwest Healthcare Response Network (NWHRN) and other key agencies and stakeholders on key issues identified within specific community and health care sectors.
- Coordinate response activities with external partners, such as DOH and nearby LHJs.
- Participate and present in educational webinars and other outreach activities as needed with community and healthcare partners.
- Collaborate closely with the Section's Analytics and Informatics Team to ensure epidemiologic data are collected, reviewed, analyzed, and reported (to optimally support the Section's needs and mission.
- Assist managers in seeking out and applying for new grant opportunities and manage contracts or grants as needed.
- Participation in site visits to facilities during investigations may be needed in some situations.

- Experience and skill in working with diverse populations and cultures.
- Skill and experience in establishing and maintaining effective working relationships with others, including working as a part of and leading a multidisciplinary team (providing leadership and oversight of multidisciplinary teams). Experienced in conflict resolution and trauma-informed approach to working with others (staff, clients, stakeholders).
- Demonstrated excellent communication skills that are culturally appropriate, respectful and non-judgmental.
- Ability to interpret, adapt, and communicate CDC, DOH, or Public Health —Seattle & King County guidance to various settings.
- Demonstrated skills with independent decision making while understanding limitations of job role and elevating decision making as needed in the absence of guidance from federal, state and local agencies.
- Ability to manage multiple competing priorities and projects under a rapidly changing environment, with the ability to plan and prioritize effectively in this environment.
- Ability to represent Public Health with internal and external partners.
- Strong organization skills and attention to detail.
- Candidates must be proficient and comfortable with computer use to perform essential functions of the position, and must have knowledge and experience working with spreadsheets and electronic databases. Public Health relies on office automation (Microsoft Office 365), other web-enabled tools, and multiple large databases.
- Demonstrated ability to work well under pressure.
Desired:- Clinical background (may include, but not limited to: nurse, physician, veterinarian, hospital/acute care/clinic or long-term care facility manager).
- Experience managing COVID-19 cases/outbreaks in community or healthcare/clinical setting and/or at a local, state or federal public health setting.
- Demonstrated skills and comprehension in communicable disease epidemiology, clinical characteristics, prevention, investigations, disease control, and pandemic preparedness and response highly desirable.
- Experience supervising teams and training and developing staff.
- Experience in a local or state public health practice setting.
- Graduate training/degree in public health, epidemiology or related field.
- Knowledge of county hiring and contracting procedures.
- Demonstrated skill in developing and giving presentations.
- Demonstrated ability to learn and comprehend new and complex bodies of knowledge efficiently.

Work Schedule: The normal work schedule for this position is Monday through Friday, 8:00 am to 5:00 pm. This position participates in the section's response during outbreaks and emergencies as approved by supervisor, and participates in after-hours and weekend call coverage for communicable disease reports from healthcare providers, approximately 6-8 weeks per year. This position is FLSA Exempt and ineligible for overtime pay.
Some of the work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
