These positions are open continuously until filled and additional positions may be filled from this candidate pool as they come available. First review will be done for applications received on or before 8/30/2020. Subsequent reviews will be done every two weeks until positions are filled.
We have 10 openings for Program Lead Subject Matter Expert (SME) positions which will work in a Project/Program Manager III role. Additional positions, similar to but not specified below, may also be filled from this applicant pool if they open during the time of this recruitment. These PPM III positions typically supervise multidisciplinary staff. Positions are responsible for a broad range of activities including: ensuring the timeliness and quality of communicable disease investigation and response activities; development and updating of protocols; testing strategy and coordination efforts; training and development of investigation staff; internal and external communications; identification of funding opportunities and grant oversight; and administrative duties as assigned.
These positions all work collaboratively with the Section’s other Program Leads, Program Managers, Medical Epidemiologists, Analytics and Informatics Team, Immunization Team, and Administration Team. These positions provide back-up coverage to other Team Lead staff on communicable disease investigation and response activities as needed.
Current positions available:
- Long Term Care Facility (LTCF) COVID-19 Response PPM III (3 positions): directs and oversees surveillance, case and facility outbreak investigations, infection control and other response and prevention activities, and grant activities related to a broad range of LTCF settings, including skilled nursing, assisted living and adult family homes. The Program Lead is responsible for ensuring the timeliness and quality of communicable disease investigation and response activities and reports to the LTCF Personal Health Services Supervisor (PHSS).
- Vulnerable Populations (VP) COVID-19 Response PPM III (1 position): directs and oversees surveillance, case and outbreak investigations, response and prevention activities, and grant activities related to underserved and marginalized communities, particularly BIPOC (Black, Indigenous, and People of Color) communities. The Program Lead is responsible for ensuring the timeliness and quality of communicable disease investigation and response activities. This position reports to the COVID-19 Program Manager (PPM IV)
- Gatherings and Events COVID-19 Response PPM III (1 position): directs and oversees surveillance, case and outbreak investigations, response and prevention activities, and relevant grant activities across various social gatherings and community events. Additional responsibilities include overseeing COVID-19 death case investigations. The Program Lead is responsible for ensuring the timeliness and quality of communicable disease investigation and response activities. This position reports to the COVID-19 Program Manager (PPM IV).
- Business COVID-19 Response PPM III (1 position): directs and oversees surveillance, case and outbreak investigations, response and prevention activities, and relevant grant activities across various business settings. The Program Lead is responsible for ensuring the timeliness and quality of communicable disease investigation and response activities. This position reports to the COVID-19 Program Manager (PPM IV).
- Communicable Diseases Training PPM III (1 position): plans, develops, implements, and oversees training for staff performing disease surveillance, case and outbreak investigations, and response and prevention activities. The Program Lead is responsible for oversight of training development and implementation and for ensuring investigation staff receive appropriate onboarding at time of hire and ongoing training to support and enhance their ability to ensure timeliness and quality of communicable disease investigation and response activities. This position reports to the COVID-19 Community Response Medical Epidemiologist.
- COVID-19 Testing PPM III (1 position): engages community partners to improve access to testing for communities disproportionately affected by COVID-19 including racial and ethnic minority populations, especially BIPOC (Black, Indigenous, and People of Color) communities, homeless populations, and people living in congregate settings, such as long-term care facilities. The Program Lead will work on projects that may include developing rationale for locations of new testing sites, prioritization of populations to receive testing in shortage situations, and helping external partners navigate new testing-related guidance or mandates. This position reports to the COVID-19 Testing Program Manager (PPM IV).
- Zoonotic and Emerging Diseases PPM III (1 position): directs and oversees surveillance, case and outbreak investigations, response and prevention activities, and grant activities related to zoonotic, arboviral, and emerging infectious disease in humans. The Program Lead works closely with the Department's Public Health Veterinarian, supports animal surveillance, and is responsible for ensuring the timeliness and quality of communicable disease investigation and response activities. This position reports to the Personal Health Services Supervisor (PHSS).
- Healthcare Associated Infections (HAI) PPM III (1 position): directs and oversees surveillance, case and outbreak investigations, response and prevention activities, investigations of reported infection control breaches, and relevant grant activities related to HAIs. The Program Lead is responsible for ensuring the timeliness and quality of communicable disease investigation and response activities. This position reports to the Personal Health Services Supervisor (PHSS).
- Foodborne and Enteric Diseases PPM III (1 position): directs and oversees surveillance, case and outbreak investigations, response and prevention activities, and grant activities related to foodborne and enteric diseases. The Program Lead is responsible for ensuring the timeliness and quality of communicable disease investigation and response activities. This position reports to the Personal Health Services Supervisor (PHSS).
- Hepatitis C PPM III (1 position): directs and oversees surveillance, case and outbreak investigations, response and prevention activities, and grant activities related to Hepatitis C. The Program Lead is responsible for ensuring the timeliness and quality of communicable disease investigation and response activities. This position reports to the Viral Hepatitis Program Manager (PPMIV). The first review will be done for applications received on or before 9/13/2020. Subsequent reviews will be done every two weeks until the position is filled.
- Vaccine-Preventable Diseases PPM III (1 position): directs and oversees surveillance, case and outbreak investigations, response and prevention activities, and grant activities related to vaccine preventable diseases. WHO MAY APPLY: These Special Duty Assignment (SDA) / Term Limited Temporary (TLT) positions are open to all qualified applicants. The duration of these opportunities is expected to last at least one year.
WORK LOCATION: Home site is King County Chinook Building 401 5th Ave. Seattle, WA. Regular remote work may be required, tools necessary to successfully work remotely will be provided.
WORK SCHEDULE: These positions are full-time, 1.0 FTE and exempt from the provisions of the Fair Labor Standards Act and are not overtime-eligible. Some weekends and evening work required, and some travel may be required. These positions participate in the Section's response during outbreaks and emergencies as approved by supervisor and participate in afterhours and weekend call coverage for communicable disease reports from healthcare providers approximately 6-8 weeks a year.

- Provide oversight and consultation to respective multi-disciplinary team.
- Supervise multidisciplinary team; involves hiring, mentoring, developing training expectations, and recommending effective discipline.
- In collaboration with other CD-Imms Section members, communicate pertinent information and data to Public Health leadership, colleagues, health care providers, and the public, when indicated.
- Represent Public Health with internal and external partners, including community stakeholders, and state and federal agencies.
- Coordinate with relevant internal Public Health teams on prioritization and deployment of your team’s work
- Develop, inform, and distribute guidance documents relevant to your team’s work in collaboration with stakeholders (may include Program Leads, Public Health leadership, DOH, CDC, DSHS, and other partners).
- Develop and maintain protocols and other tools and resources (e.g. scripts, frequently asked questions, intake forms) relevant to your team’s work.
- Coordinate appropriate response activities with internal and external partners.
- Engage and seek input from impacted communities to develop systems and policies that advance equity and social justice.
- Develop strategies and tools to structurally embed race and social justice policies and practices in the work.
- Participate in and present educational webinars and other outreach activities as needed.
- Develop and implement an evaluation of unit performance, including data collection and monitoring regarding activities and outcomes to inform process improvement activities.
- Collaborate closely with the Section's Analytics and Informatics Team to ensure epidemiologic data is collected, managed, analyzed, and reported to optimally support the Section's mission.
- Seek and apply for new grant opportunities.
- Manage contracts or grants.
- Perform other duties as assigned.
- Provide technical support about laboratory diagnostics and testing strategy to COVID-19 investigation and response teams who support direct assistance for COVID-19 prevention, case and outbreak investigation, testing, and infection control guidance and activities that impact underserved and marginalized communities, particularly BIPOC (Black, Indigenous, and People of Color) communities.
