Summary



The Facilities Management Division (FMD) is searching for a program leader and self-starter to serve as a Project/Program Manager III dedicated to county facility emergency readiness and preparedness planning. This position resides in the FMD Directors Office and reports to the FMD Administration & Planning Officer. This role involves daily interaction with staff from all levels of the organization including elected officials, agency stakeholders, and separate branches of government. This role requires that the incumbent have exceptional strategic leadership and project management skills, a commitment to building and maintaining a diverse workforce, a driver of efficiency and innovation, and a desire to push self and others for successful results.
The Facilities Management Division at King County
Through a workforce of over 300 dedicated employees, the Facilities Management Division (FMD) operates and manages the County's capital assets by developing and maintaining cost-conscious, sustainable, high-quality facilities, and environments. The Facilities Management Division maintains approximately 3 million square feet in facilities where King County provides regional services, including the King County Courthouse and District Courts, Maleng Regional Justice Center, King County Administration Building, King County Animal Shelter, and several Public Health facilities. FMD Finance Section supports each of the division's sections by managing fiscal operations, preparing, and reviewing budgets, accounting, payroll administration, auditing contracts, developing and updating rate models.

Job Duties



The role will be responsible for:
  • Working with FMD leadership to shape, implement, and manage the King County and FMD Emergency Management Program, including emergency mitigation, preparedness, response, and recovery policies and programs across FMD lines of business and to other County agencies as an internal service provider.
  • Ensuring plans and policies are in place to mitigate against serious loss of facilities during minor and catastrophic natural and man-made events.
  • This position serves as the subject matter expert in facilities emergency management and is an authoritative strategic advisor to the FMD Director and other county agencies about mitigation, preparedness, response, and recovery requirements and procedures.
  • This position is directly responsible for developing and maintaining FMD's Continuity of Operations Plan, Hazard Mitigation Plan, internal training and coordination and synchronization of planning efforts with the County's Office of Emergency Management plans and larger mitigation efforts and strategy.
  • This position develops and implements training strategies, classes, activities and exercises preparing FMD staff to respond to and recover from all types of emergencies.
  • This position is the program manager over fire & life safety programs to include floor warden, fire drill, fire extinguisher, and AED programs across the FMD portfolio of facilities.

Experience, Qualifications, Knowledge, Skills



Qualifications include:
  • Have advanced knowledge of current emergency management principles and practices and Federal, State and County laws and regulations pertaining to emergency management.
  • Can transform this knowledge into scalable and understandable policies and plans which accurately define and mitigate all hazards.
  • Skilled in communicating orally and in writing including making formal presentations, writing detailed briefing memorandums and policy papers.
  • Has at least five years of progressive experience in emergency management planning, response, recovery and continuity planning for a large operational department or entity.
  • Experience acting as a key advisor on technical matters and developing policy recommendations for senior management.
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base.
  • Skill in facilitation, negotiating, problem-solving and decision making.
  • Skill in using current office word processing, spreadsheet and email software programs.
  • Ability to handle multiple competing priorities within tight timelines and during high pressure situations; Skill in working with decision makers in a political environment.
CERTIFICATIONS

The successful candidate must have the ability to complete the following certifications within the first 6-months of employment:
  • ICS 100, 200, 300, 400, and IS 700, 800
  • Certified ICS Instructor is a plus, but not required.

NECESSARY REQUIREMENTS:
  • A thoroughly completed King County application is required for consideration. Resumes and cover letters are highly encouraged but not required.
  • Candidates must possess a valid Washington State Driver's License or the ability to travel throughout King County in a timely manner.
  • Serve in the Emergency Coordination Center (ECC) in an operational capacity or at other locations as may be assigned during exercises, emergencies or disasters.
  • Final appointment is contingent upon successfully passing a finger-print based criminal history check and reference checks.
  • This position is not represented by a union.
  • This position is Exempt from the Fair Labor Standards Act and is not overtime eligible.
  • This position is designated a First Responder in the event of an emergency.
