Project/Program Manager III
- Summary
The Solid Waste Division (SWD) Facility Engineering & Science Section (FESS) of King County Department of Natural Resources and Parks is looking for an experienced Project/Program Manager III who can provide technical and administrative support for their SQL reports, Paradigm cashiering/accounting system, security camera system, and other systems that support the Division's daily operations.
Facility Engineering and Science Section Profile: FESS staff plan and manage the development of transfer facilities, new landfill areas, closed landfills and the closure of completed landfill areas at the Cedar Hills Regional Landfill; performs facility inspections and provides engineering support for facility operations and maintenance directly, and through the management of associated contract services; and provides environmental monitoring, evaluation and reporting. In collaboration with Operations, ensures regulatory and permit compliance for all solid waste facilities. Provides technical expertise necessary to conduct assessments, integration and use of technology to support the Division’s day-to-day business activities.

Teleworking Requirement: The work associated with this position will be performed predominantly by teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. Work Location: Primarily teleworking, occasionally Cedar Hills Regional Landfill – 16645 – 228th Avenue SE, Maple Valley, and facilities and sites throughout King County.
Work Schedule: This full time Career Service position works a 40 hour work week, Monday through Friday with some evening and weekend work as required. This position is not overtime eligible.
JOB DUTIES:
- Assist with centralizing budget tracking of all individual projects within the Technical Unit (TechU)
- Assist operations with technical problems with the GPS monitoring system
- Assist operations with technical problems with the Faster system
- Create and manage all SQL reports and queries for the Division’s Paradigm reports
- Manage the Divisions SQL Server Reporting Services (SSRS) installation
- Assist the Paradigm Project Manager and provide backup support when they are unavailable
- Assist the Security Camera Project Manager and provide backup support when they are unavailable
- Assist SCADA Project Manager and provide backup support when they are unavailable
- Assist TechU supervisor with tracking budget expenses
- Coordinate with Division employees on identifying their IT needs
- Assist BIM PM and provide backup support when they are unavailable
- Track and manage assigned contracts
- Manage the Division’s rolling stock (vehicles) asset management software (CCG Faster) and the Division’s GPS monitoring system
- Negotiate the purchase of parts and supplies
- Manage Capital Improvement Projects (CIP) for the unit
- Other duties as assigned
EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
Experience in:
- Microsoft Excel and Word
- Project Management
- Excellent problem solving and customer service
- Oral and written communication techniques and principles
Ability to:
- Clearly articulate a problem orally, and in writing a problem and a solution
- Work in a team environment
- Facilitate a technical meeting
Knowledge of
- Basic math skills
Desired Qualifications:
- Experience in SQL Server Reporting Services (SSRS)
- Experience in Project Management
- Advanced experience in Microsoft Excel and Word
Necessary Special Requirements:
- A valid Washington State Driver’s License or the ability to travel throughout the County in a timely manner.
