Summary

The Wastewater Treatment Division (WTD) of King County Department of Natural Resources and Parks is looking for a high performing individual to be part of the Rates, Capital & Debt Team in the Finance Section.  The Project/Program Manager III position is responsible for maintaining and developing economic and financial models and analyses in support of the sewer rate and capacity charge analyses. Other key responsibilities include representing the finance section policy development and evaluation in areas including but not limited to energy efficiency, sustainability and climate change, and leading and performing economic analysis to quantify environmental impacts and inform decision making frameworks and applications.

King County's Wastewater Treatment Division (WTD) is one of four divisions within the King County Department of Natural Resources and Parks. WTD is committed to protecting and improving water quality by providing wastewater collection and treatment for local sewer agencies which we've been doing for over 50 years. We serve about 1.7 million people within a 424-square-mile service area, including most of King County and parts of south Snohomish County and northeast Pierce County.

WTD's regional system includes three large wastewater treatment plants (West Point in Seattle, South Plant in Renton, and Brightwater in Woodinville), two smaller wastewater treatment plants (Vashon Island and City of Carnation), a community septic system, combined sewer overflow treatment facilities, regulator stations, pump stations, and over 391 miles of sewer pipelines.

WTD employees plan, design, build, and operate treatment facilities. They also enforce regulations to reduce harmful waste from entering the system, and educate the public and businesses on ways to protect water quality.

Job Duties

  • Participate in maintaining and developing the Wastewater Treatment Division's models in support of rate, fee and capacity charge (connection fee) development, financing the capital program, and delineating cost of service allocations across customer groups.
  • Participate and serve as lead in economic analyses including designing and applying statistical, econometric and other analyses to topics such as benefit–cost analysis, life-cycle costs, affordability, triple-bottom line, economic impact, and quantitative decision making in capital project financial planning.
  • Lead the assessment and development of policies regarding the affordability of rates and capacity charges and participate in the evaluation and development of other internal financial policies.
  • Monitor, evaluate and report on forecast assumptions, parameters and risk factors in order minimize the risk of negative financial outcomes and maintain the integrity and credibility of financial forecasts.
  • Participate in developing project methodology and research design for multi-disciplinary planning and evaluation efforts.
  • Evaluate policy alternatives and prepare recommendations for consideration by applicable advisory committees and decision-makers.
  • Develop, integrate and apply quantitative and qualitative frameworks for the evaluation of capital projects, alternatives and policies.

Experience, Qualifications, Knowledge, Skills


A Bachelor's degree and experience in economics, business administration, public administration (preferably within a utility/public works environment), public policy, or strategic planning, or any combination of experience/education/training that provides the required knowledge, skills and abilities to perform the work.

  • Advanced knowledge of and skills in financial planning, developing financial models, and quantitative analysis for a public agency.
  • Demonstrated knowledge of economic analysis and forecasting concepts, methods and application.
  • Knowledge of statistical and quantitative methods, models and systems.
  • Skill in strategic planning and policy evaluation methods and practices.
  • Skill in making timely and quality decisions.
  • Strong oral and written communications skills, including the ability to communicate technical information to non-technical audiences.
  • Knowledge of project management techniques and principles.
  • Ability to work on multiple projects/tasks simultaneously.
  • Skill in coordinating teams among multi-disciplinary staff.
  • Ability to work effectively with diverse individuals and populations.
  • Ability to foster a collaborative and highly effective team environment.
  • Ability to develop and implement innovations toward improving division operations and delivery of services.
  • Skill in using current office software programs including word processing, spreadsheet, database and email.

Special Requirements: A current Washington Driver License (or ability to obtain one upon hire), or alternative ability to travel in a timely manner to various locations on short notice including to sites which may not be served by public transportation.
