- The Violence and Injury Prevention Unit (VIP) within the Chronic Disease and Injury Prevention (CDIP) Section of Public Health | Seattle & King County is seeking a full time, Term Limited Temporary (TLT) Project Program Manager III (Unintentional Injury Prevention & Traffic Safety Target Zero Co-Manager) to join our team!
The job is within a small but highly visible work unit and includes university students. The position reports to the Violence and Injury Prevention (VIP) Program Manager IV (PPM IV) within the Chronic Disease and Injury Prevention Section.
Within the Violence and Injury Prevention (VIP) Unit, this position is primarily responsible for traffic safety support and leadership in program planning, development, coordination, management, communication, and analysis activities. This position will also include supporting some of the VIP Unit’s work on water safety and other projects the VIP Unit is involved with. This position:
Co-leads along with the City of Kent Target Zero Manager (TZM) and supports the King County Target Zero Traffic Safety Task Force (KCTZTSTF) under the direction of the Project Director-PPM IV as part of the Statewide Target Zero Traffic Safety Task Forces system largely funded by the Washington Traffic Safety Commission (WTSC).
This position supports the goals of the Washington Traffic Safety Commission, along with the King County Target Zero Traffic Safety Task Force, Public Health-Seattle & King County including the VIP work in local state and national water safety efforts and other injury prevention work as needed:
- Expand and lead the number of organizations and individuals within the region focusing resources and expertise on traffic safety and leverage those resources to implement strategic plans designed to reduce traffic crashes.
- Develop community assessments to help identify the most important partners and traffic safety issues in the region and use them to develop community traffic safety plans to improve the region’s traffic safety culture.
- Conduct outreach and expand relationships to enhance the positive proactive traffic safety culture within the region
- Ensure that the Task Force is knowledgeable of all grant resources (federal, state, and private) available to it and coordinate grant funded projects to achieve Task Force goals and objectives.
- Assist in leading in the equity review processes and other key work with the KCTZTSTF newly developed steering committee, engineering committee, curriculum development committee and law enforcement committee.
- Conduct policy reviews at the federal, state and local levels related to unintentional injury prevention such as traffic and water safety and other needs.
- Assist the Statewide Drowning Prevention Network’s work on drowning prevention including education development, policy work and data gathering and usage.
Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. The projected length of this Term-Limited Temporary position is anticipated to end June 30, 2023. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal, state local levels. As a result, the end date of this position may be adjusted based on those decisions.

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. - Help convene and co-lead the King County Target Zero Task Force: plan and co-conduct regular task force meetings including the various committees for this period of employment, including writing and distribution of meeting summaries.
- Support and as needed lead implementation of a spring-time distracted driving prevention campaign.
- Manage traffic safety education and enforcement patrols in coordination with the City of Kent and WTSC’s high visibility, traffic safety enforcement campaigns (HVE’s), NHTSA’s national traffic safety mobilizations, and other WTSC enforcement activities. Tasks include…
- Encourage local law enforcement and other agencies to participate
- Obtain and track “Memorandums of Understandings” from participating agencies
- Apply to the WTSC, on behalf of law enforcement agencies, for overtime funds
- Assist WTSC staff and consultants in publicizing WTSC impaired driving enforcement campaigns in King County
- When appropriate, write and disseminate news releases announcing patrols
- Coordinate with program manager, Kent TZM, WTSC and PHSKC for media interviews and/or identify local spokespeople for interviews
- Identify local ride-along opportunities for media with law enforcement on patrol and other education efforts
- Provide traffic safety information, including announcements from the WTSC, to task force members, engineers and road planning, law enforcement, other PHSKC staff, the public, and the media.
- Co-Serve as the King County contact for WTSC projects, campaigns.
- Write reports for the Traffic Commission as needed.
- Perform other duties as assigned.
- Conduct analysis for traffic safety state legislation on behalf of Public Health for review by the unit manager and departmental policy lead.
- Support, conduct, research and help/or lead work with equity and social justice principals within the traffic safety framework and related efforts. Will require implementing the process underway, listening, empathy, appreciating lived experience, tact, knowledge and courage to help give this area of need the justice it deserves.
- Supervision or co-supervision of other staff and University of Washington students.
- Attending the twice-yearly Statewide Drowning Prevention Network meetings and supporting water safety work including lifejacket distribution and tracking, drowning case information and education efforts.

- Two or more years of experience and knowledge with injury prevention and/or traffic safety, and of public health processes.
- One or more years of experience with policy and legislative processes.
- Ability to work within a team, appreciate chain of command and matrix management and yet work effectively independently and take initiative.
- Prioritizes and completes multiple tasks in a timely way; works quickly and efficiently under time limited situations.
- Knowledge of program/project planning, implementation, and evaluation.
- Knowledge of community health education/promotion concepts, including coalition building.
- Facilitation knowledge and skills.
- Skilled in report writing.
- Ability to present information to racially, culturally diverse communities, and multi-professional audiences.
