PHSKC is seeking a strategic thinking leader to serve as the Manager for the Breast, Cervical, and Colon Health Program (BCCHP). This is an advanced professional position responsible for program planning, fund development, policy development, coordination, and management of the BCCHP Unit. The Unit's emphasis is providing and assuring access to clinical preventive services. The position requires content and administrative expertise as well as strong policy review and development skills. This position is housed within the combined sections of Chronic Disease and Injury Prevention (CDIP) and Assessment Policy Development and Evaluation (APDE) and reports to the CDIP Section Manager.

Work Schedule:
8:00 AM - 5:00 PM Monday - Friday
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties
The BCCHP Program Manager will bring strong project development and management skills, creativity, enthusiasm, and partner engagement skills to this program and other clinical preventive services.
Leadership and vision
- Lead and coordinate policy initiatives for screening for clinical preventive services in the community with Department managers, City of Seattle and King County officials and external partners (local and statewide)
- Provide expertise on effective clinical preventive services and clinical health care systems
- Lead the program with an equity and social justice lens to maintain culturally and linguistically supportive services
- Using an equity approach in program planning and policy development
- Analyze the literature to identify evidence-based and best practices to guide policy and program activities and grant applications
- Based on evidence and/or best practices, develop and implement new services in the program, if needed
- Attend all State Department of Health (DOH) meetings to meet guidelines/obligations as a DOH contractor
- Represent the program, section, division, department, or County at public hearings. Handle sensitive calls from community members.
- Manage the Breast, Cervical and Colon Health Program (BCCHP), in a four-county area
- Establish linkages and maintain relationships with a diverse array of key stakeholders and community partners
- Maintain, monitor, and manage all aspects of the program's clinical and sub recipient contracts
- Develop and implement work plans to achieve grant funded or section goals
- Develop and participate in partnerships and coalitions to link chronic disease clinical screening with access to healthcare
- Provide expertise and technical assistance regarding clinical preventive service initiatives to departmental staff and community in implementing population-based prevention work in the health care environment
- Complete annual proposals for funding. Conduct grant/contract assessments and prepare reports necessary for program continuity. Monitor compliance with grant/contract requirements. Identify problems and negotiate corrective action concerning programmatic issues.
- In coordination with section Finance staff, develop biennial budget; review and coordinate contractor spending and invoicing; and monitor spending
- Consider press and communication activities and respond to media requests in coordination with the CDIP Communication Manager
- Develop and staff community coalitions to support and extend program work, special initiatives, or projects
- Supervise and lead a team of professionals and administrative support staff dedicated to assuring access to preventive health screening and the elimination of health disparities. This includes assigning work, providing regular feedback and annual performance evaluations, serving as a mentor, and resolving conflicts
- Provide ongoing support to Outreach and recruitment contractors, monitor reports, provide programmatic support and professional education
- Assess need and organize contractor meetings (six each year), write program newsletter
- At least 3 years of experience in project planning and management
- Bachelor's degree in related field and/or experience in public health policy or related field.
- Experience in operationalizing the anti-racist, equity and social justice principles of King County in the workplace
- Interest and dedication to working collaboratively in a team environment with a variety of partners.
- Ability to build and maintain effective working relationships with diverse stakeholders.
- Advanced knowledge of project management techniques and principles
- Demonstrated experience in providing training/technical assistance to diverse partners
- Demonstrated experience in ensuring program compliance with contract policies, procedures, program/budget requirements, and regulations
- Demonstrated ability to manage multiple tasks and projects
- Demonstrated excellent oral, written, and interpersonal communication skills
- Demonstrated understanding of public health or health services practice and policy
- Demonstrated supervisory and management skills, including leadership, communication, team building, and decision-making skills
- At least 2 years of experience convening diverse partners (i.e., non-profits, governmental agencies, community and faith-based organizations, schools, law enforcement, etc.) to gain their commitments, and operationalize those commitments, including implementing services and meeting outcomes
- Knowledge of social determinants of health and tools to promote health equity
- Knowledge of health care system, Washington State Health Care Authority and health insurance.
