The person selected for this position would provide great value on developing stronger relationships with Tribal Governments, the DNRP tribal liaison, historic preservation program and staff throughout WTD.

Who Is Eligible - This position is open to King County Employees only.
Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.
Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
Work Schedule: This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, Monday through Friday.

Core Job Duties
- Provide technical expertise and strategic oversight to the Division in the evaluation and analysis of cultural resources compliance.
- Develop WTD-wide training in cultural resource sensitivity and compliance in coordination with the HPP.
- Serve as the cultural resources liaison for WTD, ensuring compliance with the King County Cultural Resources Procedures and coordination with HPP.
- Oversee preparation of programmatic documents or permits as appropriate for King County projects or facilities.
- Oversee and direct the preparation of SEPA and NEPA documents, environmental analyses and mitigation plans for fast-paced high profile capital projects. Ensure that environmental documents comply with appropriate regulations.

- Experience, Qualifications, Knowledge, Skills
- A bachelor’s degree in planning, environmental sciences or closely related field OR an equivalent
- At least 10 years of increasingly responsible planning, environmental science or related experience, including demonstrated competence conducting environmental review under SEPA/NEPA and ensuring compliance with ESA, SERP and NHPA.
- At least 5 years of experience working with the King County Cultural Resources Procedures.
- Demonstrated ability to skillfully and tactfully work with the representatives of Tribal governments.
- Knowledge of and demonstrated ability to work with the Washington State Environmental Policy Act (SEPA), National Environmental Policy Act (NEPA) and other environmental regulations such as, the federal Endangered Species Act (ESA), the National Historic Preservation Act (NHPA), the federal Clean Water Act, and the National Pollutant Discharge Elimination System (NPDES).
- Knowledge and demonstrated ability to obtain environmental permits including USACE Section 10/404, HPA and local shoreline permits
- Ability to read and interpret design drawings and specifications in order to assess environmental impacts.
- Willingness and ability to lead in equity and social justice efforts, including having difficult conversations.
- Demonstrated ability to work collaboratively with co-workers, peers and supervisor, including multi-disciplinary teams.
- Ability to make decisions and recommendations in a timely manner, sometimes with incomplete information and under tight deadlines and pressure.

- Knowledge of planning and project management techniques, principles and practices.
- Knowledge of contracting and bid-specification procedures.
