Summary

The Water and Land Resources Division (WLRD) protects, restores, and manages King County's water and land using the best available science, innovation, and collaborating with our partners and the community. WLRD employs scientists, engineers, policy experts, ecologists, and project managers dedicated to protecting the health and integrity of King County’s natural resources, so that they can be enjoyed today and for generations to come. WLRD provides flood control services, stormwater management, and other natural resource management services throughout the county. The division has six section – Stormwater Services (SWS), Rivers & Floodplain Management (RFMS), Rural & Regional Services (RRS), Science & Technical Support, Environmental Lab, and Finance & Administration (F&A). 
 
This Project/Program Manager IV resides within F&A section, and it provides division-wide support and coordination across various programs.  This position will support the integration efforts across sections and units that are responsible for delivery of capital programs geared to achieve the common goals and outcomes outlined in the County’s Clean Water and Healthy Habitat (CWHH) plan. The position will ensure compliance with project management standards published in the WLRD’s Project Management (PM) manual, which complies with Capital Project Management Working Group (CPMWG) requirements. In addition to the capital programs support, this position will lead the development of data-driven performance metrics and dash boards to improve performance management and reporting to aid Division and Department leadership in making important business decisions. As part of this role, this position will serve as a resident expert in Continuous Process Improvement concepts and LEAN methodologies to collaborate with capital and operating programs seeking to improve their performance measures over time.  On occasion, this position may be assigned to lead special projects and/or process improvement efforts at the section or division level that may involve coordinating work with staff without having any direct supervision over that staff.

Who is Eligible:  This position is open to all King County employees and the general public.

Telecommuting Requirement 
The work associated with this position will be performed remotely on a full-time basis.  There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
 
Work Schedule:  This full-time position is exempt from the provisions of the Fair Labor Standards Act, and it is not overtime eligible. This position is based on a 40-hour workweek.  The typical work schedule is 8:00 a.m. - 5:00 p.m. Monday– Friday. Attendance at evening meetings and weekend events will be required from time to time.  

Job Duties

Capital Coordination/Facilitation Role

  • Provide facilitation and coordination support for Capital Program Managers and Business and Finance Officers (BFOs) during a) development of integrated strategic long-range capital plans that include Stormwater/Basin, Habitat, Flood, etc., b) development of 6-year Capital Investment Plan (CIP) during budget, c) establishing and maintaining project management standards and reporting requirements.
  • Facilitate a quarterly Capital meeting for Division leadership to increase visibility of capital investments and how they’re helping meet the outcomes of CWHH plan.  
  • Provide ongoing support for the Capital integration project - an effort to establish common project management practices across three distinct and varied capital programs within WLRD.
  • Support the Capital Program Managers to implement any new project control standards, processes, and procedures established by CPMWG.
  • Conduct periodic performance reviews and/or compliance audits of capital programs, including an equity analysis to ensure capital investments meeting the new equity guidelines and standards.
Performance/Continuous Improvement Role
  • Lead development and maintenance of division’s performance measures across a variety of programs – both capital and operating.
  • Provide technical support in developing performance measures using advanced data analytics and business intelligence applications e.g. Microsoft BI and/or Tableau 
  • Coordinate with county’s Office of Performance, Strategy and Budget and Division leadership to develop and maintain key performance measures included in Division’s business plan. 
  • Provide support for division-wide continuous improvement/LEAN projects through consultation, guidance and liaising with Department and/or County continuous improvement experts.
  • Lead special projects within F&A section e.g. implementation of a Low-income discount or enhancement to the SWM billing system by county’s IT department.  
  • Other duties as assigned.

Required Qualifications: 
  • Bachelor's degree in Environmental Science, Regional Planning, Natural Resource Management, Construction management, Business Administration or related field or an equivalent combination of education and experience which would provide the knowledge, skills and abilities to perform the duties as described.
  • Five (5) or more years of increasingly responsible program management work that is applicable to the essential job functions of this position.  
  • Three (3) or more years of experience in managing complex programs and/or projects, including managing resources without direct authority. 
  • Experience leading a continuous process improvement program, including projects that provide significant value to the organization. 
  • Experience working with and presenting to senior leadership
  • Experience collaborating with program managers, project managers, project control specialists, procurement, finance, and administrative support professionals. 
  • Experience developing performance standards and dashboards to display results for senior leadership. 
  • Proficient in use of MS Office suite – Outlook, Word, Excel, Power Point, Share Point, and One Drive.  
  • Demonstrated expertise in advanced data analytics using business intelligence applications, preferably Microsoft BI.
  • Demonstrated ability to communicate effectively, both in writing and verbally, with varied audiences. 
  • Demonstrated ability to work collaboratively and build consensus with broad range of stakeholders with diverse interests.
  • Demonstrated ability to run and facilitate meetings. 
  • Knowledge of project controls and project management principles and systems. 
  • Ability to take initiative within the scope of the position, to develop and implement plans, and prepare recommendations for action. 
  • Ability to effectively plan, organize, and prioritize work. 
  • Ability to effectively work on multiple tasks accurately and quickly in a high pressure/short deadline environment. 
Desirable Qualifications: 
  • Advanced degree in related field and/or certification in Project Management, LEAN Six Sigma (Green Belt) or a related field. 
  • Experience working with local, state, and federal funding processes, including grants and inter-local agreements.   
  • Technical understanding of relational database and skilled in writing queries to extract and convert information from various formats.
  • Knowledge of Equity and Social Justice concepts and principles.
